Research On Partnerships In Global Ocean Governance

Marine pollution,ecological environment degradation,piracy and other problems affect the stability of the marine environment.In order to effectively deal with ocean problems,the concept of marine governance was put forward at the 1991 Pacem in Maribus conference.After that,the international community attached importance to the construction of global marine governance system,but the international community has made limited achievements in marine governance.At present,global marine governance still faces many difficulties,such as the inability of governance mechanisms to meet the needs of objects,the inability of governance mechanisms to unite the strengths of various governance subjects,and the lack of coordination among governance mechanisms.Since the United Nations Conference on Sustainable Development in 2012,partnership has played an increasingly prominent role in global ocean governance.Through the study of the partnerships in the field of global marine governance,especially the Partnerships in Environmental Management for the Seas of East Asia,it is found that partnership can effectively respond to the needs of governance objects,integrate governance subjects and revitalize the marine governance mechanism.It provides beneficial enlightenment for resolving the difficulties of global marine governance,that is,to refine marine governance mechanisms,give full play to the role of non-state actors,and enhance cooperation between states and non-state actors.
