A Comparison Study Of Global Partnerships

Driven by economic globalization,power shifting and so on,the three major elements of international system: International Actors,International Configuration and International Norms have been gradually changing,leading the transition from a Nationalism-dominated international system to a Globalism-dominated one,the process of which has accelerated since the end of Cold War.During the transition of international system,the wrestling between Nationalism and Globalism has implant the Duality of Nationalism and Globalism into the characters and relationships of major powers,who pursuing national interests on both levels of nationalist geo-politics and globalist geo-economy.The International System Transition has promoted the transition of major power relations,under the background of which some major powers have established so-called Global Partnerships.In 1992,based on U.S.-Japan Military Alliance the United States of America and Japan established a Global Partnership,then further enhanced along with the development of U.S.Pivot to Asia and Japan Neonationalist course since the 21 st Century.Following the adjustment of United Kingdom's civil and international strategies as well as the expansion of China's Partnership Strategy,China and U.K.promoted their bilateral relation into a Global Comprehensive Strategic Partnership in 2015.The U.S.-Japan Global Partnership and the Sino-U.K.Global Partnership were respectively born in the Acceleration Period of International System Transition after the Cold War and the Adjustment Period after the Global Financial Crisis,representing two different globalist visions.Based on a military alliance,driving economic cooperation by geo-political demands,the U.S.-Japan Global Partnership is virtually a nationalism-oriented exclusive unequal institutional partnership with an ideological color inherited from the Cold War era.Based on a practical economic cooperation,neutralizing political divergences by geo-economic collaboration,the Sino-U.K.Global Partnership is virtually a globalism-oriented nonexclusive equal functional partnership.Compared with U.S.-Japan partnership,the Sino-U.K.partnership is more compatible with the trend of international system transition from nationalism to globalism in long term,setting up a good example for developing a new type of international relations.
