The Characteristics, Causes And Solutions Of Network Mass Incidents In My Country

We are at a “social risk” which is constantly accumulating,with frequent emergencies,and the destructive and expanding risks of public safety crises.Catalyzed by the rapid development of Internet technology,such sudden group incidents have gradually emerged in the form of outbreaks of public opinion on the Internet,becoming a new form of group incidents and a typical public crisis.In the exploration of such public crises and social risks,developed countries have put forward such viewpoints as "risk society theory","public crisis management theory","cultural theory",etc.,which have a large scope of communication and influence.These theories have a certain enlightening significance for understanding the problems and events that occur in China's current transformation process.However,as far as the group events in the Chinese Internet are concerned,they are beyond the scope of the above theories because of their particularity.Governance theory addresses the characteristics of globalization and complexity of public issues in the new era,emphasizing the diversity of governance subjects,the horizontalization of power operation,and transcending traditional administrative boundaries.Governance theory is not only a breakthrough to the traditional "single-center" management mechanism,but also a balance and transcendence between the two regulatory mechanisms of government and market.The collaborative governance theory came into being.For the resolution of network mass events,the theory of collaborative governance has greater operability and practical significance.This paper conducts descriptive research around network mass events,starting with the characteristics of the events,first summarizes the characteristics of traditional mass events from different stages,and then combines the specific cases of network mass events that have occurred in the past 20 years to summarize the cyber groups.Characteristics of sexual incidents;then analyze the causes of network mass incidents from the perspective of social environment,network environment,government governance,and public psychology;analyze the resolution mechanism of network mass incidents for reasons: in Chapter 4,follow the "source-process-follow-up" The sequential logic analysis of the general resolution mechanism is based on the collaborative governance theory in Chapter 5,starting from different governance subjects,and analyzing the prevention and resolution of incidents from the government perspective,virtual environment(network platform),and citizen perspective.Finally,conduct induction and summary.
