An Analysis Of The Competition Of International Economic And Trade Rules And The Motivation Of Japan's Dominance Of CPTPP

The world today is undergoing a period of profound adjustment of international economic and trade rules.In the context of the troubled multilateral trade negotiations and frequent international trade frictions,developed economies such as the United States,the European Union,and Japan,as well as some major emerging economies,have taken the lead in launching a new round of competition for the dominance of international economic and trade rules,among which regional trade agreements have become an important front for the competition.CPTPP is a regional free trade agreement formed under the leadership of Japan after the United States withdrew from the TPP.It is generally regarded as a high-standard new-generation trade agreement.For this reason,this study explores the motivation of Japan leading CPTPP from the perspective of international economic and trade rules competition.From the perspective of international economic and trade rules competition,Japan leads and promotes the negotiation and implementation of CPTPP,aiming to seize the advantage of formulating international economic and trade rules,which can bring a series of rule benefits to Japan.The first part of this article proposes a theoretical analysis framework based on a brief review of existing research,and thus discusses the international economic and trade rules competition in the new round of international economic and trade rules reconstruction in recent years.Due to the non-neutrality of international economic and trade rules,competing for advantages in formulating international economic and trade rules has become the commanding heights of international economic competition.The leader in the formulation of international economic and trade rules can not only obtain direct economic benefits,but also obtain additional dividends such as the promotion of market rules that are conducive to their own and stronger bargaining power.The second part reviews the evolution of CPTPP and analyzes its content.CPTPP continues the characteristics of TPP as a "high-quality free trade area agreement",and its level of liberalization and facilitation surpasses the existing large-scale free trade agreements in the Asia-Pacific region,and is considered to be a leading international economic and trade rule in the21 st century.The third part is the core content of the analysis and discussion of this article.By combining Japan's foreign economic and trade strategy with the competition of international economic and trade rules,this article holds that leading the CPTPP can bring double rule benefits to Japan: at the economic level,leading CPTPP will help Japan consolidate its dominant position in the regional value chain with rules;At the strategic level,leading CPTPP has brought stronger bargaining power for Japan in the negotiation of international economic and trade rules.The fourth part summarizes the whole text and puts forward some enlightenment to China.This article argues that while deepening internal reforms,China should strengthen its influence and discourse power in the formulation of international economic and trade rules,and expand the space for strategic cooperation between China and Japan by seeking common interests in multilateral trade.
