Research On The Government Supervision Mechanism Of Rural Comprehensive Property Rights Transfer And Transaction In Changshou District, Chongqing

The transaction of comprehensive property rights in rural areas is a sensitive topic for deepening rural reform,and the construction of the market of comprehensive property rights transaction in rural areas is also an inevitable requirement for deepening the reform of the rural property rights system,it is an urgent need to realize the economic and Social Integration and interaction between urban and rural areas,complement each other’s advantages and win-win situation.The Third Plenary Session of the 18th Central Committee of the Communist Party of China brought the transaction of comprehensive rural property rights into the top-level design of overall deepening reform,clearly requires "the establishment of rural comprehensive property rights transaction market,promote rural comprehensive property rights transaction open,fair and standardized operation.".Promoting the construction of the rural comprehensive property rights transfer market and guiding its healthy development is related to the overall situation of rural reform,development and stability,and is conducive to improving the allocation and utilization efficiency of rural factor resources and realizing the maximization of rural resource efficiency,increase the property income of farmers.2015-01-22 the State Council General Office issued a document entitled "Opinions on guiding the healthy development of rural comprehensive property rights circulation and transaction market"(No.71[2014] of the State Administration of China),clear guidance of the rural comprehensive property rights transfer market healthy development of the views and directions.Chongqing,as a national pilot area for urban and rural comprehensive reform,has accelerated the construction of the market for rural comprehensive property rights transfer and transaction,and actively performed the duty of "first-in,first-in" assigned by the state.The research object of this paper is the government supervision mechanism of the rural comprehensive property rights circulation and transaction,and the research area is Changshou District,one of the three pilot districts and counties in Chongqing that promoted the construction of the rural comprehensive property rights circulation and transaction market,combined with the actual situation of the government supervision of the rural comprehensive property rights transfer transaction in Changshou district in the past three years,the paper analyzes the government supervision mechanism of the rural comprehensive property rights transfer transaction in Changshou district by using the methods of literature research,questionnaire survey and data analysis,this paper analyzes the problems and causes,and puts forward relevant countermeasures and suggestions,with a view to further clarifying the relations among the government,the market and the farmers,strengthening the supervision ability of the government of the longevity area and standardizing the management of the rural comprehensive property rights circulation and trade,practically promoting the healthy and orderly development of rural comprehensive property rights transfer market in Changshou District.Based on the analysis of the policies,development history,organization form and Development Status of the government supervision mechanism of the comprehensive rural property rights transaction between Chengdu,Wuhan,Chongqing and Changshou District,based on the field investigation and data analysis,this paper sums up the practical effect and experience of the government supervision mechanism of the rural comprehensive property rights transaction in Changshou district of Chongqing.Referring to the principles and frameworks of various assessment methods,according to the actual situation in Changshou District,an evaluation index and a questionnaire are designed to collect the data of government supervision on the transaction of comprehensive property rights in rural areas through a questionnaire,this paper makes a brief evaluation on the effectiveness of government supervision in Changshou District.Then from the policy environment,service ability,capital operation,talent construction,core technology and many other aspects of detailed analysis of development problems.The results show that the main problems are relatively weak security supervision,difficulties in service functions,limited operating funds,lack of core technical support,and scarce professional staffing;The basic reason is the incomplete policy system,the imperfect service mechanism,the various financing methods,the technical exchange is not smooth,the introduction of talent is more difficult and so on.Therefore,in order to promote the further development of the rural comprehensive property rights transfer transaction in Changshou district,the corresponding countermeasures are formulated: to improve the protection of policies and regulations,actively strive for policy preference;to standardize the internal structure of the organization,strengthen the construction of the service system;and to broaden the sources of funds,improve the financial management system,multi-form integration technology,actively participate in new experiments,strengthen the professional team building,establish a correct concept.
