Research On The Structural Unemployment Of College Students And Government Governance

With the increase in the enrollment rate of Chinese college students,the number of college graduates is also increasing every year.As early as 2014,the total number of Chinese college students has exceeded 7 million.Four years later,in 2018,this number exceeded 8 million,only three years later,this figure will exceed 9 million.The employment pressure of college students is increasing year by year.In 2020,affected by factors such as the new crown pneumonia epidemic,the college graduates will face a more severe employment situation.To promote the employment of graduates,governments at all levels from the central to local governments have introduced policies and measures to promote the employment of college graduates.On September 28,2020,when the Ministry of Education introduced the employment situation of college graduates that year,it said that since the outbreak,the Ministry of Education,in conjunction with more than 20 functional departments,has introduced more than 30 policies and measures to fully promote the employment of college graduates.Although governments at all levels have made such efforts,the problem of structural unemployment among college students is still quite serious.Therefore,solving the problem of structural unemployment among college students has become an extremely important task for governments at all levels from the central to the local level.Based on the above realistic background,this article selects the topic to study the government's management of structural unemployment of(undergraduate)college students,highlighting its importance and urgency.This article takes government governance as the perspective,with governance theory,labor supply and demand theory,and government intervention theory as theoretical support,taking Chongqing as an analysis case,using qualitative research methods,and using Porter's diamond theory analysis model for reference."Two dimensions,construct an analysis model and logical framework for government governance of structural unemployment among college students,and conduct in-depth research on government governance of structural unemployment among college students.The main content of this article includes the following parts:The first part is the introduction.This section mainly describes the background,significance as well as the research ideas and methods of this topic,focusing on combing,sorting and summarizing the Chinese and foreign literature to lay a solid literature foundation for the topic.The second part is conceptual definition and theoretical basis.This part clearly defines the core concepts such as structural unemployment of college students involved in the topic,and lays the conceptual foundation for the research of this topic;At the same time,based on the topic and the literature combing,the appropriate theories are selected as theoretical basis for the topic to lay a foundation.The third part is the theoretical analysis of the governmental governance of structural unemployment among college students.This part theoretically analyzes the types and causes of structural unemployment of college students,draws on Porter's diamond theory analysis model,and constructs an analysis model and logical framework for the government to manage structural unemployment of college students from the two dimensions of "supply side and demand side".The fourth part is an empirical analysis for the government to manage structural unemployment of college students.This part of the content takes Chongqing as an example,from the two dimensions of "supply side and demand side",an empirical analysis of Chongqing Municipal Government's governance of structural unemployment among college students is carried out.The fifth part is countermeasures and suggestions.Based on the empirical analysis and problem analysis of Chongqing government's governance of college students' structural unemployment,the countermeasures and suggestions for improving the government's governance of college students' structural unemployment are proposed from the two dimensions of "supply side and demand side".
