| After the 18 th CPC National Congress,the central government vigorously promoted the PPP model,local governments actively explored the new infrastructure construction model,and social capital was also committed to looking for good investment opportunities.It can be said that PPP mode has set off a new revolution in the field of infrastructure construction in China in just a few years.However,in order to raise construction funds and boost investment,local governments over-rely on the financing function of PPP model,which directly leads to the alienation and chaos of the implementation of PPP policy,such as explicit stocks and real debts,related transactions,government implicit guarantee,etc.In the development of PPP projects,local governments seem to have a huge power rent-seeking space.They can control the development process of PPP projects to a large extent by adopting more flexible policies based on their own fiscal income status.In addition,with the development of computer technology,big data analysis technology also provides a method for the study of the alienation of PPP policy implementation.Through the application of big data technology,a large number of information data can be analyzed and processed,especially in the study of public policy.Big data analysis is helpful to clarify the law of macroeconomic development,provide data support for the introduction of macroeconomic analysis and public policy,and effectively reflect the characteristics of social and economic development.Due to the large number of policy texts and many invalid information,it takes a huge amount of work to form effective information by reading all policy texts and selecting keywords from them.Therefore,this paper conducts text mining and big data analysis on PPP policy texts,especially the study of introducing text similarity analysis method into policy deviation measurement.Based on the 28 PPP policy documents published on the official website of the Development and Reform Commission up to2017,The text similarity of PPP policy documents between local cities and the central government during 2016-2017 was calculated through Python,and the index was used as a proxy variable to measure the policy deviation between local and central government,and the relationship between such policy deviation and PPP project size of local cities was explored.The results show that: 1.The PPP policies of local governments do deviate from the central policies to some extent.Moreover,there are significant differences in the text similarity of PPP policies in the eastern,central and western regions.2.Although there are some special cases,we can confirm that there is a significant positive correlation between PPP policy text similarity and PPP project size through more normative empirical results analysis.This shows that the consistency between local and central PPP policies has a significant promoting effect on the development of PPP projects.3.Through factor analysis,we find that the higher policy bias index of some regions is usually caused by their better performance in some specialized fields.This shows that when local governments develop PPP,the clearer their positioning is,the larger the scale of PPP development will be.Therefore,we should strengthen the cooperation with other ministries and commissions in the issuing of central policies.Local governments should also have a clear position when promoting PPP projects.Based on the research results of this paper,the following suggestions are proposed:1.PPP policy formulation should pay attention to improving the quality,and increase the publicity of PPP policy.2.Improve the information communication and feedback mechanism in the PPP policy implementation chain.3.Strengthen the binding index system of PPP system.4.Improve the collaborative supervision mechanism and correct the deviation of local governments' PPP policies. |
