A Preliminary Study On The Influencing Factors Of Policy Text Rheology

During policy science or public policy research field, scholars habitually classify public policy process into policy formulation, policy implementation,policy evaluation phase and so on. As the middle part of the public policy process,policy implementation is of great significance. Because it is only way to transform the policy text into practical effect, and excellent policy depends on efficient execution.Especially during the period of implementing the policy from central to the local government, it is the only way to guarantee the central objective turn to local people’s benefit."Policies, under the measures" is the implementation of the long-term existence of the phenomenon of policy in recent years.With the development of reform and opening up and decentralization, this phenomenon is not only failed to overcome,but also become an increasing trend, and impede the effective of implementation.Factors contributing to this phenomenon for many reasons, such as conflict between central and local interests, the policy itself defects,inadequate monitoring and the main selfishness.Due to this,scholars have also launched a more in-depth research.Among it, Ruichang Li considered three aspects affecting the effective implementation:the policy flow,the resource flow and the process flow. This article is based on Ruichang Li’s theory and focus on the policy flow. Aiming at researching which attributes of central policy text result in the local’s implementation deviation. In order to study the relevance,author focus on "xx on promote employment of college graduates notice," total153 copies from the central to the provincial level in recent 8 years.The transfer process which turn the text into data format, use the content analysis method, for purpose of empirical research.Through the five theoretical assumptions of the analysis, the policy can be obtained conflicting results greatest impact on the policy of the text flow. Meanwhile, due to the variable policy text flow isconcerned, the basic policy of the ambiguity is negatively correlated negatively correlated possibility mandatory, mandatory nuanced degrees and employment pressure were positively correlated. Dependent variables related to the study of the assumption of self, we can well understand what factors affect the implementation of the results.The structure of this article: Firstly, sort out the relevant theories on the basis of policy text “xx on promote employment of college graduates notice” and propose five influencing theoretical assumptions:policy ambiguity, Policy conflicting,Forced nuanced degree, Forced possibility and Task pressure.Secondly, converter each of the hypotheses variables from text to data. Thirdly, contrast assumed independent variable and dependent variable(policy text flow) by data relationship to prove anther’s point of view.The innovation of this article:Firstly, focus on the deviation from the central to the implementation of the province and focus on the aspect of policy flow,making more targeted research, but also creating the possibility for empirical research. Secondly, in the method, this article will use content analysis to analyze the text of the policy, and the use the Segment, Antconc, Ucinet and other software, making changes in the use of computer to turn text into data as possible.At the same time,minimize the human intervention on the impact of providing a good reference method for the policy text analysis in the later research.
