Research On The Systematic Construction Of Intra-party Regulations

As an important component of the socialist rule of law system with Chinese characteristics,the Party's system of internal regulations plays a huge role in the governance of the country and the Party.2021 General Secretary Xi Jinping announced at a conference celebrating the centennial of the Party that the Party had "formed a relatively perfect system of Party regulations.Although the systematization of Party regulations has made great achievements so far,however,in the new era and new situation,new challenges facing the Chinese Communist Party keep emerging,and the construction of the Party regulations system still needs to keep pace with the times,constantly optimize the reform,check the gaps,and provide protection for the comprehensive rule of law and the comprehensive strict governance of the Party.Taking the historical origin and connotation of party regulations as the entry point,we clarify the practical significance of the systematic construction of party regulations.Through horizontal and vertical two construction perspectives to study the internal logic of the construction of the party regulations system,the overall framework of the party regulations system construction has been completed so far,and the effect is remarkable in the micro-operation mechanism.Although the party regulations system has been relatively perfect,the ruling party still needs to continue to study and analyze the room for improvement of the party regulations system on the basis of "relatively perfect".Through the collation,it is concluded that the system of party regulations still needs to be optimized at the macro-structure level,further improved at the micro-operating mechanism level,and the interface with the national legal system has not reached a good interface.On top of these problems,we propose a relatively scientific and reasonable improvement and optimization plan to provide ideas for the continuous reform and innovation of the party regulations system,and strive to build a high-performance and high-quality party regulations system to provide a solid guarantee for effective governance of the country and the party.
