Protection Of Citizens' Personal Information By Public Security Organs In The Context Of Big Data

With the advent of big data era,application of mobile Internet technology in daily life has been more and more extensive.While people enjoy huge dividends brought by big data on Internet,personal information is also increasingly easy to be obtained and used by criminals.Criminal acts of illegally obtaining personal paper materials and infriging upon personal information of citizens in the traditional sense has already passed through the platform of Internet,it has evolved into a variety of forms,such as hackers stealing technology;phishing links to cheat information;'Ihternal spies' using their work to facilitate theft,third-party platforms trading and exchanging personal information,all above have seriously harmed the legitimate rights and interests of citizens.It has brought great perplexity to people's life,and also brought about many kinds of downstream crimes such as plotted loans,extortion and so on.The protection of personal information has always been highly valued by all countries around the world.Developed countries and regions represented by the United States and the European Union have formulated and introduced a series of policies and laws on the protection of citizens' personal information long ago,and have been constantly exploring and refining them.The definition and types of citizens' personal information are clearly defined,and the applicable scope and intensity of protection are framed.Comparatively speaking,China started relatively late,and the relevant legislation and system protection work is slightly backward.In the era of big data,citizens' personal information has been transformed from a simple identification symbol of natural person to some important information resources with social and economic value.Under the guidance and promotion of Internet science and technology,the overall collection and comprehensive utilization of citizen's personal information has reached a new level.Big data technology is gradually replacing traditional means and playing an increasingly important role in the collection,analysis and integration of citizens' personal information and other fields.However,due to the unique features of the Internet and big data technology,such as massive quantification of information data,diversification of sources,rapid analysis and processing,and the lack of relevant supervision work,as a result,it is not uncommon for individual personal information to be disclosed and the probability of illegal use of individual information to rise.The existence of this situation is very common both at bome and abroad,thus the challenges and impacts of big data technology in ensuning the security of citizens' personal information are more prominent in China.Public Security Bureau has been inseparable from the protection of citizens' personal information for a long time,any kind of police force or any police action will be directly related to citizens' personal information,which puts forward high requirements for the public security system,and the ability to protect personal information needs to further enhanced.In the process of protecting citizens' personal information,the public security department in China has some problems,such as blank zones in legal provisions,the awareness level of protecting citizens' personal information needs to be improved,the lack of supervision,the phenomenon of infringing citizens' personal information occur frequently,and the absence of judicial remedy.To solve above problems,and to better guide and promote our country citizens' personal information management and protection and large data,hereby the author combines own work practice,and makes an in-depth study on the protection of the personal information of citizens,as well as the crime of seriously infringing upon the personal information of citizens in China.Five suggestions are listed as follows:one is establishing and perfecting related laws and regulations;Second,the state is required to establish a unified citizen personal information secnrity protection standards and operating norms;third is the establishment of a sound system of citizens' personal information security protection and smpervision;fouurth,strengthen citizens' awareness of protecting personal strengthen the efforts to crack down on illegal crimes;Fifth,accelerate the establishment and improvement of citizens' personal data information relief mechanism.
