After years of practice,the construction of state-level new areas in China has formed a development model and operation mode with strong Chinese characteristics.From the original form of special economic zones to the present 19 national-level new zones spread all over the country,becoming an important engine of economic development,the development of national-level new zones has witnessed China's economic and social take-off.Since the Fourth Plenary Session of the19 th CPC Central Committee,the CPC Central Committee has proposed to further promote the modernization of national governance system and governance capacity and steadily improve governance efficiency,which puts forward higher requirements for the development of state-level new areas.Research on governance effectiveness has long existed,and the current research focus is mainly in two aspects: one is how to better transform the advantages of the socialist system with Chinese characteristics into national governance effectiveness;the other is how to improve governance effectiveness in specific fields and industries.There have been a lot of studies on national-level new areas,mainly focusing on the development mode,management mode,legal positioning,power allocation and other issues of national-level new areas,aiming to put forward better suggestions for the construction of national-level new areas,in order to play an important role in exploring reform,innovative management and other aspects.This paper attempts to discuss the allocation of administrative power in state-level new districts under the national background of optimization of governance efficiency,so as to better adapt to the requirements of The Times and society,help new districts solve the existing practical problems,and make greater contributions to high-quality development.There are many problems in national-level new areas,such as unclear legal positioning,lack of basis for the allocation of administrative power,unspecific content,and imperfect operational guarantee mechanism,among which there are not only problems in the design of system and mechanism,but also problems in the irregular operation of power.In order to better solve these problems,this paper will explore the corresponding solutions based on the centralregional decentralization theory,the regional rule of law development theory and the rule of law theory.First of all,it is necessary to define the legal positioning of the state-level new district,formulate relatively uniform new district laws,and improve the relevant supporting laws and regulations.In the system design level to do a good job of prediction,to avoid the emergence of related problems.Secondly,it is necessary to do a good job in regulating and restraining the administrative power of national new districts and coordinating the relationship between the new districts and local administrative regions.Finally,we should persist in reform and innovation,form reasonable authorization mechanism,effective management system,reduce trial-and-error cost,encourage the new district to innovate and develop,and have the courage to take responsibility.The development and construction of national-level new areas is still in the process of continuous exploration and practice,which requires continuous reform,innovation and development,testing and progress in practice.This is our experience for many years,and it is also a concept that needs to be carried out continuously.In the face of the new background of The Times and social changes,we must strengthen our confidence in reform,enhance the driving force for reform,and continue to make lasting efforts.Only by doing so can we continue to make progress.
