Experimental teaching is an important means to cultivate students’ innovation and entrepreneurship ability.In order to promote experimental teaching,various colleges and universities have issued a large number of experimental teaching policies,and economic and management colleges are no exception.Policy analysis of specific areas based on policy tools is a research hotspot to ensure the realization of policy objectives and improve governance capabilities.Therefore,it is of certain theoretical significance and practical value to explore how to reasonably choose policy tools and find out the problems existing in the use of policy tools in colleges and universities for realizing the goal of experimental teaching and improving the level of experimental teaching.This paper combines the theory of policy tools with the characteristics of experimental teaching activities,constructs a two-dimensional analysis framework based on the dimensions of policy tools and policy elements,and uses Nvivo software to code the policy text.By analyzing the quantity,type and evolution of 98 experimental teaching policies in universities of economics and management,17 nodes and 438 coding categories are obtained.Based on the analysis of experimental teaching policy tools in domestic economic and management colleges,the results show that the current experimental teaching policy tools cover all aspects of experimental teaching,with environmental and supply-oriented policy tools accounting for 82%,but demand-oriented policy tools are not used enough.At the same time,in the analysis of the internal structure of policy tools,most of the economic and management universities choose the policy tools of regulation,the rest of the policy tools are less used,and the internal structure of policy tools is unbalanced.In the dimension of experimental teaching elements,the use of policy tools in laboratory management accounts for the largest proportion,reaching 38%,while the use of policy tools in other experimental teaching elements is less.Through the statistical analysis of the experimental teaching policy tools,it is found that the experimental teaching policy of economic and management colleges has the overall structural shortage of policy tools,the unbalanced structure of policy tools in the link of innovative talent training,the insufficient investment of policy tools in the link of experimental team construction and the imperfect infrastructure of demand-oriented policy tools.Finally combining with the characteristics of the experimental teaching in colleges and universities of administration policy in China,from the optimized proportion of policy tools structure,rich policy tools in the link of the application of innovative talent training,increase the use of diversification policy tools in the construction of experimental team and improve policy tools supporting facilities of the Angle of coordination optimization strategy is put forward,aimed at promoting college talents training level.
