Research On The Text Of China's Football Reform And Development Plan From The Perspective Of Policy Tools

Since the "Hongshankou Meeting" held in 1992,China's football reform has gone through more than 20 years.Policy guidance and effective implementation made football reform a glorious page of China's sports reform.However,due to the lack of thorough and profound understanding of the rules of football,China's level of football competition still lags behind foreign football.Therefore,the central government attaches great importance to the overall needs of the society and formulates the "Overall Plan for the Reform and Development of Chinese Football" through the top-level design,which will completely reform our football and mark the beginning of the strongest new reform in the history of football It has ushered in the best development opportunities for our country's football,and also made a significant contribution to the realization of China's national rejuvenation and the dream of a strong country in sports.From the perspective of policy tools,this paper takes a total of 21 policy texts of the"China Football Reform and Development Overall Plan" promulgated by the country and 20 "XX Provinces and Municipal Football Reform and Development Implementation Plans" issued by various provinces and municipalities as research objects.Strauss and Corbin's procedural rooting theory is used as the basis,using content analysis and logic analysis methods,with basic policy tools as the X dimension and football reform and development elements as the Y dimension."Plan" policy text to study.Based on the content analysis method,the text of the football reform and development policy is selected,the analysis unit is defined,and the coding is classified according to the construction of a two-dimensional analysis framework,and the analysis result is finally obtained.Identify the characteristics and imbalances in the policy text of the "Plan" in the application of policy tools,and provide reasonable suggestions for further formulating my country's football reform and development policies.The main conclusions are as follows:1.According to the basic situation of the Policy text of the Plan:In setting the content of the policy text of the provinces and municipalities,the policy structure is basically formulated on the basis of the national plan;In accordance with the main goals of the Plan,provinces and cities have formulated their own actual goals for football reform;The formulation of policy tasks for coastal and central provinces and cities is more comprehensive than for western provinces and municipalities;The time taken for the formulation and promulgation of the "Proposals" by the provincial and municipal units is relatively long.2.From the overall use of policy tools:The policies of the State and provinces and cities are mainly based on environmental policy tools,the supply policy tools are insufficiently used,and the demand policy tools are scarcely used.It shows that the government is more using environmental policy tools to create a good external environment for football reform and promote the development of football reform towards a good situation.3.From the perspective of basic policy tools:The supply-oriented policy tools focus on the cultivation of sports talents and the use of sports facilities,but the use of sports education and training is less;Environmental policy tools focus on the use of strategic measures and sports goal planning,the insufficient use of tax incentives and financial services,and the serious lack of use of intellectual property;The use of service outsourcing and trade controls in demand-based policy tools is lacking.4.From the perspective of the elements of football reform and development:Mainly pay attention to the content of football association reform,football competition system and professional league system,campus football and safeguard measures;The content involved in professional football clubs,football professionals,football team building and football work leadership is reasonable;Social football and football field facilities involve less content;The content of the football industry is seriously insufficient.5.The main recommendations made in this article:(1)The supply-type policy should develop in a balanced manner.Cultivate football sportsmen,establish talent delivery channels,develop football professional talent training,increase the number of football venues in the form of contractual agreements,promote the joint construction and sharing of schools and social football venues,and encourage social or personal capital investment.(2)The internal environmental policies should be adjusted appropriately.Implement follow-up policy formulation and measures,increase tax incentives and financial services,and ensure the protection of intellectual property rights.(3)The internal demand-type policy should be comprehensively improved.Accelerate the transformation of government functions,improve the government's purchase of public sports service systems,establish a social public service evaluation system,increase service outsourcing and trade control measures,and adjust and optimize the structure of the football industry.(4)Strengthen the supervision of the implementation process of my country's football reform and development policies.Establish a football reform and development supervision system,and improve the football reform and development evaluation system.
