As the cradle of talent training and technological innovation,higher education provides high-quality talents for economic development,builds a foundation for emerging industries,and injects cultural heritage into society.Our country's investment in education continues to increase,but a series of problems have also emerged.How to use the limited Resources to create higher quality higher education and improve the efficiency of education input and output have become an urgent problem for universities and the government to solve.This research focuses on the input and output of higher education in Jiangsu Province,explores effective input and output efficiency evaluation methods,and conducts research on the following aspects:(1)This study systematically sorted out the input and output status of higher education in Jiangsu Province and the efficiency evaluation methods,and found that the input and output level of higher education in Jiangsu Province has indeed been greatly improved in the past ten years,but there are also unstable growth rates,and There is a certain gap in the first-tier cities,and,according to the existing input-output evaluation methods,it is impossible to accurately obtain the specific input-output efficiency values of colleges and universities,nor to judge the scale benefits of colleges and universities.The evaluation process ignores the effects of external environment and random errors.(2)According to the principles of objectivity,scientificity,comparability,and operability,and with reference to domestic and foreign input-output efficiency evaluation practices and research,this study selects a higher education input-output efficiency evaluation model that suits the actual situation in Jiangsu.The input-output indicators are constructed based on the CORPS model,and then factor analysis is used to process the indicators.In the evaluation method,the DEA model is selected to measure the efficiency value.On the basis of the traditional DEA,the SFA model is used to eliminate environmental values and random error interference.(3)27 universities in Jiangsu Province are selected for input-output efficiency evaluation.According to the calculation results,the average input-output efficiency of public undergraduate universities in Jiangsu Province is relatively low,and there are only 2 effective DEA universities.The overall efficiency calculated by the model is average The value is less than the average efficiency calculated by the traditional DEA model,indicating that the external environment and random errors have overestimated the efficiency level of higher education in Jiangsu Province.In addition,the economies of scale of colleges and universities have also changed,and the judgment of insufficient or wasteful investment in colleges and universities is also following changes,the efficiency level after excluding the external environment and random errors is closer to the actual situation of universities,and it is of greater reference for the government to formulate budgets.
