This year is the 40 th anniversary of reform and opening up.The reform of the professional title system of primary and secondary school teachers is an important part of the reform in the field of education in our country.It concerns the vital interests of the majority of primary and secondary school teachers,the stability of the entire ranks of primary and secondary school teachers,and the quality of basic education in our country.This paper focuses on the reform of the professional title evaluation system of primary and secondary school teachers.In the light of my work practice,I take Fuzhou as an example.The purpose of this study is to provide some useful ideas and countermeasures for the new exploration of Fuzhou primary and secondary school teachers' professional title evaluation system.Specifically,this paper mainly consists of two parts: the introduction and the main body.The introduction part mainly discusses the background and significance of the topic,the research status at home and abroad,the research ideas and research methods.Chapter I to Chapter IV are the main body of this paper.It discusses the theoretical basis of the reform of the title system of primary and secondary school teachers,the evolution and problems of the reform of the title system of primary and secondary school teachers in Fuzhou,the experience of the reform of the title system of primary and secondary school teachers in other regions in China,and the basic thinking of the reform of the title system of primary and secondary school teachers in Fuzhou.This paper is based on the premise of clarifying the basic implication of primary and secondary school teachers' Professional Title Evaluation System,starting from the theoretical basis of the incentive management theory,satisfactory decision-making theory and new public service theory.The study reveals problems existing in the evaluation system,procedural norms and fair opportunities in the reform of the title system of primary and secondary school teachers in Fuzhou.Based on this,we may learn from the experience of other parts of China.The key point of this paper is to put forward the idea of perfecting the appraisal system of primary and secondary school teachers' professional titles in Fuzhou,mainly including the following points: the guidance of administration,the combination of administrative and social evaluation,the quantitative assessment,the combination of qualitative and quantitative evaluation,the equality of opportunity,the fairness of the appraisal process,the combination of procedures,the multi-mode of professional title evaluation,so as to provide reference and beneficial supplement for the reform.
