As the subject of education and teaching activities,teachers,who play a leading role in guiding students,are the main body of school staff and also the practitioners of education and teaching work.Thus,they enjoy an important irreplaceable position.The title assessment of teachers plays an important role that can not be ignored in the development of both individual teachers and the whole teaching staff,which can not only affect the individual professional level certification,salary,welfare and positive teaching degree of teachers,but also have an influence on the construction and promotion of the specialization of the teaching staff.Since the establishment of the title system of secondary school teachers,it has been continuously innovated and improved.However,the development of society has also put forward corresponding development requirements to the title system,and thus there inevitably exist some problems in the title system of secondary school teachers that still need to be improved.With Xi'an secondary schools as example,this paper discusses and analyzes the problems existing in the institutional reform of secondary school teachers" title,and finds out the corresponding countermeasures.In this paper,a total of four schools,that is,two provincial-level demonstration schools and two standardized ordinary secondary schools in Xi'an city are selected to study the current implementation situation and reform measures of teachers' tittle system by means of literature material method,comparative research method and questionnaire interview method.With practical issues as the starting point,the relevant problems are generalized,the causes are analyzed and the suggestions and countermeasures are put forward so as to alleviate the problems existing in Xi'an institutional reform of teachers' title and make the title system of secondary school teachers more perfect.The paper is composed of six chapters,where Chapter one is introduction that is subdivided into four parts.First,the research background and significance are introduced;second,related concepts and theoretical basis are interpreted;third,an overview and introduction are conducted on the related research that is carried out by Chinese scholars on the institutional reform of secondary school teachers' title and the relevant foreign research on the title system;finally,the structure,content and research methods of the article are introduced.Chapter two sorts out the development and reforms of the title system of secondary school teachers in China since its establishment.Meanwhile,the changes and reform trend of the professional title system of Chinese teachers are summarized.Chapter three,based on the reality of the institutional reform of Xi'an secondary school teachers' title,finds out the problems reflected in the implementation process of the actual system.Chapter four analyzes the problems and finds out the reasons.Chapter five,based on the previous two chapters,puts forward corresponding effective suggestions and improvement countermeasures against the actual problems and their causes.Finally,Chapter six summarizes the research of this paper and makes an outlook on its shortcomings.In order to better understand the institutional reform of secondary school teachers'title in Xi 'an and achieve the purpose of research on the basis of reality,the existing relevant papers and research achievements are firstly studied before the questionnaire interview is conducted on the secondary school teachers and administrative staff,then the actual data are investigated and finally data analysis is made for the research with the aid of statistical software.Through the research,it can be concluded that in order to alleviate the problems existing in the title system of secondary school teachers such as the "cultural retardation" in institutional reform,serious administerization in review management,imperfect evaluation mechanism and lower strictness in the control of senior title,etc,it should appropriately increase regional flexibility on a trial basis,further improve the assessment standard of teachers' title system,perfect the evaluation mechanism of teacher's ethnics and strengthen the academic orientation in the process of title assessment within the scope of national policies,and meanwhile arouse teachers'work potential and passion,gradually narrow the gap between title wages and promote the rationalization of teachers' echelon,etc.At present,the problems existing in the institutional reform of secondary school teachers' title should be alleviated from various perspectives so as to improve the system step by step.
