Analysis Of Ppp Mode And Smart Development Strategy Of Public Libraries

With the deepening of China’s urbanization reform,public infrastructure construction has become the focus of society’s attention.However,given the uneven distribution of urban resources in our country and the uneven economic and supporting strategies,there may be a large gap between the levels of public infrastructure even among cities of the same grade.The reasons are mainly due to the unbalanced regional development in our country,the unbalanced distribution of construction funds and the insufficient investment capacity in some regions,leading to sluggish investment in urban public infrastructure construction.Therefore,in order to make up for the construction funds of local governments,the central government began to gradually encourage the integration and participation of social capital so that social forces gradually became the important role of urban public infrastructure construction.In recent years,as an important model for social capital to participate in construction,the PPP model has improved the traditional mode of cooperation between social capital and local government and has quickly become the city’s choice mode for implementing public infrastructure projects.As one of the hallmarks of urban culture,public libraries are an indispensable part of local public resources allocation.At the same time,with the development of the application of modern technology in China,the process of intelligence has become an important mechanism for the transformation of the public library industry in our country.However,compared with the developed countries in other countries,our economy has the characteristics of a low starting point and a late start.The development of "focusing on economy and light culture" has lasted for a long time.Therefore,in view of the past development and investment of urban public libraries in our country,it appears "heavily indebted" relative to foreign countries.At this point,in order to conform to the trend of intelligence,realize the leap-over transformation of urban public libraries and solve the construction funds and related conditions required for urban libraries,some domestic public libraries began to try to cooperate with enterprises in public cultural industries and explore libraries Community PPP mode.Based on the above background,this article takes PPP mode as the research object and explores the formation and evolution mechanism of PPP mode and public library’s wisdom building.First of all,this paper summarizes the origin,development and feasibility of the PPP model in our country,summarizes and analyzes the conditions of use and formation of the PPP model in our country.Secondly,it analyzes the demand and connotation of the public library’s intellectualization process,In addition,based on the project experience accumulated by HX Company,this paper expounds the SWOT environment analysis on the superiority,inferiority,opportunity and crisis of the PPP model and puts forward the thinking and tactics for the HX company to cope with the PPP model and intelligent library construction.Finally,Based on the practical results of the pre-HX business,we put forward practical solutions to the factors such as the capital,technology,personnel and management of the smart library project.To sum up,hope to provide some ideas for later researchers to provide reference for the development of China’s PPP mode in the process of intellectualization of public libraries.
