The Village Library provides resources,platform and services for reading and related cultural activities in rural areas of China.The landing of the Village Library in the rural areas has effectively promoted the cultural construction of the rural areas,improved the cultural quality of the farmers,and played an important role in the construction and improvement of the rural public cultural service system.At the same time,the Village Library is also a platform and channel for the dissemination of Culture and information in rural areas."Cultural Service" is not only the logical starting point of the construction and operation of the Village Library,but also the final result of the Village Library.As a national key cultural project,the Village Library project has gone through 13 years since it was launched in 2007.The achievements are obvious,but we should also pay attention to the problems that appear in the process of the development of the Village Library.How can we better integrate the Village Library into the rural cultural construction,achieve sustainable development,and how to improve the service and innovation capacity of the Village Library,at present,it has become the main problem to be solved urgently by the constructors and researchers of the Village Library.Guided by the theory of public goods and the theory of Audience Standard,this paper,combines the questionnaire survey and field investigation of the grass-roots Village Library in JS county,Hubei Province,and uses the four-dimensional model of service innovation for reference,from the four dimensions of service facilities,service content,service management and service object,this paper sums up and analyzes the present situation of the construction and service of the county-level Village Library,and probes into the reasons behind the crux,based on this,this paper puts forward thecorresponding countermeasures and suggestions for the service innovation of the Operability at the national level.The results are as follows:(1)the basic service facilities are in place,the service contents meet part of the needs,the service management system of the Village Library is established initially,and the recognition of the Village Library is high among the farmers.(2)at present,the construction and service facilities of the Village Library are weak,the digital construction lags behind,the service content is divorced from reality,the supply and demand do not match,the service management is not standardized enough,the service quality needs to be improved,and the utilization rate of the Village Library is not high.(3)The main body of construction and service supply of Village Library is single,the fund source channel is limited,weak publication form is single,lacks the targeted service,management system is not perfect,lacks the specialized administrator,the bookstore propaganda is not in place,the farmer reads the consciousness to be weak.In the light of the survey results and data analysis,this article proposed the following countermeasures and suggestions: Both the government and the market need to advance together to ensure service support,and improve the content resource allocation,to build a diversified mode of communication service,Strengthen the management system and management personnel,reading leaders and other cultural communication talent team building,and strengthen the publicity and guidance of the bookstore to carry out personalized service.
