As China’s economy flourishes and people’s living standards increases,the subsequent environmental problems have become increasingly prominent,and the problem of “garbage siege” is one of them.Since the 1990 s,the relevant government departments in China have gradually realized the importance of source reduction and resource recovery for urban waste management through garbage classification.In June2000,the Urban Construction Department of the Ministry of Construction launched a pilot trial of garbage classification,setting up eight cities,to carry out waste classification as pilots.Now 20 years later,according to the statistics of the Ministry of Housing and Urban-Rural Construction,as of January 3,2020,237 cities across the country have launched garbage sorting.As the only national environmental protection newspaper in the world,China Environment News is a news organization directly under management of the Ministry of Environmental Protection.In the course of the past 20 years,the newspaper has continuously reported on the issue of garbage classification,and with the continuous promotion of garbage classification in China,the degree of attention to it has gradually increased.Based on Van Dijk’s theory of discourse analysis,this paper takes the report of“garbage classification” in China Environment News from 2000 to 2019 as the research object,and excavates the social significance behind its discourse changes through discourse analysis.The specific ideas are as follows: firstly,the relevant concepts of“garbage classification” and “environmental news” are defined,the news discourse analysis theory of Van Dijk used in this paper is briefly interpreted,and its theoretical framework is disassembled.What’s more,this paper explains the specific meaning of macro-structure,micro-structure,discourse style and discourse rhetoric,and determines the specific scope of research.Secondly,it elaborates on the evolution of China’s "garbage classification" policy,and makes a corresponding analysis of the general situation of the “garbage classification” report in China Environment News.Thirdly,the author divides the garbage classification report of China Environment News into three time periods,namely,2000-2010,2011-2017 February,2017 March-2019.Based on Van Dijk’s discourse analysis framework,this paper makes a detailed analysis of the discourse change process of “garbage classification” from four aspects,summarizes the characteristics of the three stages of discourse.On this basis,this paper discusses the political,economic and social reasons behind the discourse changes.Finally,it analyzes and summarizes the social value produced in the process of the change of the news discourse of the newspaper “garbage classification”.Summarize the change trend of discourse toward a good direction,and discusses the shortcomings in the process of change at the end,and puts forward the corresponding optimization suggestions.The change of the discourse characteristics of garbage classification in China Environment News is mainly manifested in three stages: “expectant-exploratory-firm”.In the report of “garbage classification”,the change of discourse shows its corresponding social value,including monitoring risk problems,assisting policy implementation,building social consensus,expressing social demands,and building ecological civilization.It has played an important role in the social process.The overall change of discourse has a positive trend,including the gradual deepening of reporting discourse,the advice is getting more and more professional,independent single report to a series of reports,and the style of writing presents intersection.However,the reported discourse changes slowly and the critical discourse is weak,which still needs to be improved.
