Design Of Information Management Platform For Poverty Alleviation Based On GIS In Xichou County

Yunnan Province is an underdeveloped province in China,with a large population,of which the rural population accounts for the vast majority.Xichou County is a typical representative of poor areas in Yunnan Province.Since 2013,the National Poverty Alleviation Office has vigorously pursued the policy of precise poverty alleviation,requiring accurate identification,assistance and management of poor households’information,and putting forward the strategies of "six precise" and "five batches".Xichou County is a remote area with complex terrain,a large number of poverty alleviation targets and a deep degree of poverty,which brings many difficulties to the work of poverty alleviation.The use of location-based management technology,precise location services and GIS technology can provide comprehensive,efficient solutions to these problems,provide scientific decision-making means for poverty alleviation in Xichou County,and further improve the process of poverty alleviation.Supervision mechanism.This paper studies and analyses the poverty alleviation and management services in Xichou County,Yunnan Province.Through in-depth investigation and analysis of the situation of precise poverty alleviation in Xichou County,the poverty alleviation policies,tasks,mechanisms,standards and targets of poverty alleviation in Xichou County are analyzed.The demand for precise poverty alleviation,functional demand and non-functional demand are analyzed.A multi-level framework system is designed and constructed based on B/S model.Furthermore,the spatial-temporal database of poverty alleviation in Xichou County was constructed by using spatio-temporal GIS technology,and the information system of poverty alleviation and attack in Xichou County was developed and constructed.Xichou County’s poverty alleviation and conviction information system includes information collection of poor households,poverty information inquiry,poverty alleviation information map publication,poverty object status survey,poverty alleviation thematic map expression,poverty alleviation campaign command,poverty alleviation planning and fund management,multi-source assistance assessment and inquiry,poverty alleviation continuous tracking,poverty alleviation process track,poverty alleviation process supervision and other functional modules.The development and implementation of the system provides a scientific and technological support platform for poverty alleviation work in Xichou County.It provides an intuitive,visual,accurate and reliable management information platform for information collection of poor households,presentation of poverty alleviation effects,investigation of the status of poor objects,statistics and analysis of poverty information.It can accurately grasp the phased results and overall progress of precise poverty alleviation work.
