Research On The Problems And Countermeasures Of Public Service Of Digital Archives In G City

Archival records are history and culture.With the progress of society and the development of various social undertakings,the people’s awareness of archives has been awakened and transformed into practical needs.Archives have become a public utility related to the well-being of people’s livelihood,social progress and cultural inheritance,It is an important symbol of the level of economic and social development and civilization of a region.Grassroots archives keep people’s livelihood archives such as marriage,birth,adoption,land ownership certificate and so on,which are closely related to the people’s working age calculation,household registration migration,property treatment,land transfer and other production and life.With the application of various emerging technologies in the field of archives,digital archives naturally become the forefront of providing archives public services and gradually become the main position.Therefore,the research on public services of grass-roots digital archives can optimize the service functions of archives to a certain extent and continuously meet the diversified,multi-level and multifaceted cultural information needs of the people.The construction of digital archives is an important achievement of archives information construction.It is conducive to the social sharing of archives information resources and the expansion of the ability of archives public service.At present,under the multiple effects of external situation,people’s needs and policy promotion,most of the first construction of digital archives have been completed,and those that have not been built have also been put on the agenda.For various reasons,digital archives,especially those at the grass-roots level,are still facing various difficulties in using technical means to improve the archives management mode,innovate the service content,optimize the service path,and perform the archives public service function through the network platform.After the successful establishment,the digital archives platform needs to be upgraded,the functions need to be improved,and the services need to be optimized.The construction task of "Post Digital Archives" is still very heavy.The research methods adopted in this paper are literature survey,statistical survey and case study.Combined with the development trend of digital archives,and based on the theories of dual value of archives,new public service and service-oriented government,this paper studies the current overall public service status of G City Digital Archives and analyzes the existing problems.The main problems are:the degree of information sharing is not high,the innovation of service content is not enough,the application of technology transformation is not sufficient,and the single item is not strong enough.Through the analysis of the archives themselves,the internal and external environment of the archives,it is found that the main reasons for the problems are:the archives information sharing channels are not smooth,the supply and demand of public service products are asymmetric,the transformation of talent boosting technology is not in place,and the supporting role of policies is not obvious.Then,based on the construction and operation status of G city’s digital archives,this paper puts forward relevant countermeasures for the optimization of public services of grass-roots Digital Archives:first,establish a regional collaborative digital archives,second,provide scientific and high-quality service products,again complement the talent shortage in the application of technology,and finally play the role of policy mechanisms.
