| Making full use of college sports resources to serve the residential areas sports is an important measure to build a social sports public service system,and it is also an effective way to meet residents’ diverse sports resource needs.This paper takes problems and strategies of college and university PE resources opening to residential areas in Wenzhou as the research object.Using literature method,expert interview method,questionnaire survey method,field investigation method and other research methods,this paper analyzes and summarizes the existing problems of Wenzhou’s PE resources in colleges and university opening to residential areas,proposing optimized strategies from the current service status of policy,expenditure,organization and management,sports field,facilities resources,human resources and information resources of Wenzhou college sports resources serving residential areas sports,and improve its coverage and service quality.CONCLUSION:1.The policy system of PE resources of colleges and university opening to residential areas in Wenzhou still needs to be improved,it lacks of relevant policies for PE resources of colleges and university opening to residential areas;the colleges and residential areas of Wenzhou have not fully understood the national sports policies and the implementation of these policies are insufficient.2.There is a single source of funding and insufficient funding for Wenzhou universities and residential areas sports.Insufficient sports funding and imperfect management make college sports resources to serve the residential areas sports lacking service operation funds.3.There is not co-constructed service organizations between universities and residential areas in Wenzhou,the management system of college sports resources serving residential areas sports is not sound,and the management mechanism of college sports resources serving residential areas sports is not sound,which will reduce the level of residential areas sports service.4.The openness of sports facilities of Wenzhou colleges and universities is low to the residential areas,the open service model is a combination of paid and unpaid.The service time is mainly non-teaching time.3 of the 9 college sports facilities in Wenzhou are not open to the residential areas,the other 6 colleges and universities mainly provide free outdoor services and paid indoor services;the opening hours of university sports facilities are concentrated on weekends,statutory holidays,winter and summer vacations,less open after school hours on weekdays;residents have low utilization rate of open sports facilities and facilities,respectively,57.78% and 36.11% of residents have never used the indoor and outdoor venues of colleges and universities.5.The enthusiasm of teachers and students in Wenzhou colleges and universities to participate in residential areas sports services in their spare time is not high,the service content is single.19.60% of teachers and students are very willing to serve the residential areas sports,the unwilling accounted for 21.31%;teachers and students participate in residential areas sports service less frequently,lack of continuity of services,only 18.19% of teachers and students participate in residential areas sports service more than four times a year;the content of residential areas sports service focuses on paid services such as serving as referees in sports competitions and running training courses.6.PE resources in colleges and university opening to residential areas in Wenzhou lacks an information service platform,the service form is simple.Sports information resources in colleges and universities are promoted through campus publicity columns,posters,websites,and residential areas service for teachers and students,the physical education library in colleges and universities is less open to residential areas residents.7.PE resources in colleges and university opening to residential areas in Wenzhou activities in a single form,lt lacks a comprehensive form of activity that integrates fitness,competition,and fun.There are few types of activities carried out by residential areas sports services,lack of physical fitness tests,physical activities for children and the elderly,as a result,the audience for sports activities is narrow.Optimization Strategy:1.Optimize the policies and strategies of PE resources in colleges and university opening to residential areas.Introduce special policies and regulations;formulate policy supporting measures.2.Optimize the funding strategy of PE resources in colleges and university opening to residential areas.Broaden the sources of sports funds;optimize the management methods for sports funds.3.Optimize the organization and management strategy of PE resources in colleges and university opening to residential areas.Establish service organization;improve service management system.4.Optimize the management strategies of venues and facilities for PE resources in colleges and university opening to residential areas.Improve the professional management of venues and facilities;strengthen the publicity of venue facilities and services.5.Optimize the human resource management strategy of PE resources in colleges and university opening to residential areas.Attach importance to the assessment of residential areas services for teachers and students;set up an incentive mechanism for teachers and students.6.Optimize the information resource management strategy of
