Survey On The Public Service Experience Of The Elderly Digitalvulnerable Groups

According to people's digital living conditions,American scholar Prinsky divides them into two categories: digital natives and digital migrants.The former is the young people who lead the new media wave,while the latter is the middle-aged people who follow the new media wave.However,this criterion ignores another important group,That is,the elderly digital vulnerable groups marginalized by digital wave and intelligent application.Wuhai,which has become one of the first batch of pilot cities for the modernization of urban governance in China,is selected as the research area.According to the characteristics of economic and social development and the population situation of the area,the survey objects are comprehensively selected As the main research method,case analysis is used to observe the plight of the elderly digital vulnerable groups in Wuhai City under the background of smart city construction and digital transformation of government services.This paper analyzes the internal and external causes of the difficulties in obtaining public information and services for the elderly digital vulnerable groups,and concludes that the decline of learning ability,cognitive ability and memory ability caused by the growth of age leads to operational difficulties;The elderly people can not distinguish the authenticity of network information and have high vigilance,so they take passive defense measures for the network world;The intelligent device is not in good condition and can not support more operations;The education level is generally low;The lack of social support and the lack of resources from relevant departments and institutions constitute the internal and external causes of the dilemma of public information and service access for the elderly digital vulnerable groups.In addition,through the analysis of the survey data and the field visits of the grassroots government service institutions,the study found that the difficulty of obtaining public service information of the elderly does not completely lead to the reduction of the desire to enjoy public services,but is related to the value judgment of the corresponding public services.In view of the social support needed by the elderly digital vulnerable groups and the existing problems in the field of intelligent government service,this paper puts forward some suggestions for the relevant government service institutions and staff.
