The COVID-19 outbreak at the end of 2019 has impacted all walks of life in China to varying degrees.How to quickly restore the social economy has become the most concerned issue of the Party,the country and all sectors of society.Among the industries affected by the epidemic,the cultural tourism industry is greatly affected.In addition,due to the bankruptcy tide of small and medium-sized enterprises,the domestic labor employment market is facing a very severe situation,which has a great impact on the employment of college graduates in particular.Based on this,both the stagnation of the cultural tourism industry and the employment difficulties faced by college graduates are related to the vital interests of the broad masses of the people,including college students.After the epidemic situation was initially stabilized,the government departments not only implemented a series of incentive policies to speed up the resumption of the cultural tourism industry,but also formulated a series of policies related to the employment of college graduates according to local conditions to solve the current employment difficulties of college graduates.Are these policies in line with people's expectations? Is the policy implementation process reasonable? It is of great guiding significance for the government to analyze the social effects of various policies.The epidemic situation has become an indispensable part of people's daily life.More and more people are entering online from offline,actively using various platforms in the network to exchange information and express emotions through online comments,which has an important impact on social and economic life.Online comments have become an important way for the government to analyze the social effects of various policies under the Internet environment.However,the massive online comment data causes serious information overload,which makes it difficult for the government to make rational judgments in a short time by using complex data.Therefore,this paper selects a series of policies issued by the government to solve the employment problem of college graduates and the current situation of tourism under the background of epidemic as the research object,and further conducts in-depth and expanded research on them based on the relevant research results of online reviews,and respectively studies the social effects of employment promotion policies and tourism promotion policies of college graduates by using the method of online review data mining.The specific contents are as follows:(1)Analysis of Social Effects on Employment Promotion Policies for College Graduates in China during the COVID-19 Pandemic.Firstly,this paper collected employment promotion policy documents forcollege graduates released by the government during the COVID-19,conducted word frequency analysis,and rated the collected policy by PMC index model to select and summarize important policy measures.Then,related topics of 4 kinds of policy measures were searched,Weibo comments were crawled,and an evaluation model of support degree of policy measures was constructed to evaluate and analyze the public support degree of policy measures,so as to study the social implementation effect of employment promotion policy for college graduates.(2)A Policy Category Analysis Model for Tourism Promotion during COVID-19 Based on Data Mining and Binary Regression.This paper analyzes the present situation and the existing supporting policy to select the representative tourism policies released by government,then climbs Weibo comments data to understand users' intention and emotion preference,as well as the social effect of all kinds of policy implementation.Besides,this article builds a binary logistic regression model,making social effects influenced by various policies as the dependent variable,and making other factors(Weibo comments,comments time,like quantity)as independent variables.In turn,it makes the results of the single policy and mixed policy with the most promoting effect for tourism,providing suggestion for the government and the scenic spot so as to accelerate the revitalization of culture and tourism industry.The main conclusions of this paper are as follows:(1)The public is generally not satisfied with the employment promotion policy of college graduates under COVID-19,among which the public is neutral about post-based measures and transfer measures,but obviously dissatisfied with subsidy measures and channel measures.(2)During the epidemic period,the safety of tourism environment is the most concerned and worried problem.The most fundamental problem to revitalize the tourism industry is to control the development of domestic epidemic situation.After the safety is guaranteed correspondingly,the contents of "economic" and "feasible" policies are released at the same time,which can promote the revitalization of the tourism industry.(3)According to the influencing factors of the implementation effect of different policy combinations,it can be seen that the activity and opinion inclination of netizens have some influence on people's perception effect.The greater the activity of netizens,the stronger their perception of policies,and the greater the effect of policy implementation.Opinion inclination means that different attitudes of netizens will affect the trend of policy public opinion.If opinion leaders have negative attitudes after the policy is released,it will be detrimental to the implementation of the policy and cause rejection on the network platform.
