Under the background of "Double First-Class" initiative,with the active promotion of "College Run University",secondary colleges,as the direct unit performing the functions of teaching,scientific research,social services,are also faced with the need of optimizing transformation and constantly improving the governance structure in the process of seeking connotative development.There are both theoretical and practical issues on how to rationally and scientifically allocate and operate the power at the level of secondary colleges,as well as,how to establish a governance pattern with Chinese characteristics and with the participation of all stakeholders.Starting with the internal governance structure of secondary colleges,this research uses literature method,comparative research method and case study method to sort out the power allocation and operation mechanism of the governance structure of secondary colleges and universities,and explores the operation mechanism of secondary colleges in Europe and America.It also compares the governance structure of secondary colleges in China.On this basis,improvement countermeasures are proposed for the governance problems of secondary colleges in China,this paper mainly consists of five parts:The first part describes the research background and significance of the secondary college governance,summarizes the research status at home and abroad,and defines the research ideas and research methods of this paper.The second part sorts out the core concepts and theoretical basis.It focuses on the connotation of governance,governance structure and governance structure of secondary colleges,and clarifies the theoretical basis of this research.The third part focuses on the factor analysis of the internal governance structure of the secondary colleges,starting from the following five issues: who governs,what is governed,which way to govern,what governance principle is based on,and how to govern.These questions lead to the analysis and research on governance content,organizational structure,rules and systems,and operating mechanisms.The fourth part selects the example of secondary colleges of the United States,the United Kingdom,France and China for analysis.The College of Engineering of the University of Michigan,the Faculty of Science and Engineering of the University of Edinburgh,and the Faculty of Health of the University of Paris are examples of secondary colleges in foreign countries.The School of Economics and Management of Beijing Jiaotong University is analyzed as a domestic case.Through a comparative analysis of the internal governance structure of the secondary colleges of the four universities,it provides a reference for the construction of the governance structure of the secondary colleges in China.The fifth part is to propose improvement measures for the governance of secondary colleges in Chinese universities,mainly from building a governance structure of coconstruction,co-governance and sharing,discussing and advancing the principles of governance structure improvement,and then proposing specific strategies for improving the internal governance structure of secondary colleges.
