From “three Societies” To “Five Societies”:the Transformation Of Community Governance Model And Social Work Participation In Practice

In order to meet the people's growing needs for a better life,governments at all levels are constantly improving grass-roots community governance innovation based on regional space.The multiple collaborative governance theory of co-construction,co-governance and sharing is an important guide for urban and rural community governance.In recent years,Wuhan has practiced the transformation of the governance mode from "Three Societies' Cooperation" to "Five Societies' Cooperation",and combined with the special needs of people for professional psychological services in the post-epidemic era,they creatively proposed the "Five Societies' Cooperation with Psychological Service" community service.The contribution of social work to community governance has gradually emerged,and it has become an important subject that cannot be ignored in grass-roots governance.However,community problems are characterized by complexity,uniqueness and diversity.The level of people's needs is gradually increasing,there are many pain points and difficulties in community governance,and there are still many problems that social work needs to respond to.Based on this,this paper will focus on the practice and logic of social work participation in community governance in the transformation process of grass-roots governance mode from "Three Societies' Cooperation" to "Five Societies' Cooperation".This paper tries to use Giddens' structured theory as the analytical framework,adopts the qualitative analysis method of single-case longitudinal study,and the participatory observation method,unstructured interview method and questionnaire method to collect data.Firstly,This paper reviewed the current situation of E institution of social work participation in Wuhan G street's "Three Societies' Cooperation" community governance.There are five main dilemmas of "Three Societies' Cooperation" governance: the dilemma of community role,lack of cohesion What is needed for residents to participate in the governance process,institutions of social work are understaffed,the lack of linkage and linkage imbalance between "Three Societies".Secondly,this paper describes the practical actions of E institution of social work participating in the governance of "Five Societies' Cooperation" from the aspects of improving the working mechanism,introducing psychological service agencies,empowering community workers,mobilizing resident volunteers,cultivating community social organizations,and preparing industry committees.It presented the interaction and resource utilization between social workers and communities,social workers and other social organizations,and communities and other social organizations in governance projects.Then,based on the above practice,the author uses Giddens' structural theory to analyze the transformation logic of community governance model.Based on the contrastive analysis of management effectiveness and interaction between governance bodies in the process of "Three Societies' Cooperation" and practically "Five Societies' Cooperation" governance of G street in wuhan city,the author thinks that "Five Societies' Cooperation" has positive significance in the urban community governance innovation,it helped social workers to better participate in community governance,it helped to promote the goals of community governance.On the one hand,the development of social workers' main initiative and professional ability has changed the micro-relationship structure in grassroots governance,alleviated the original dilemma of "Three Societies' Cooperation";On the other hand,"Five Societies' Cooperation" in the practical sense is of positive significance to promoting the linkage of the three original main subjects and community governance.Based on the above exploration,this paper puts forward suggestions on the structural optimization path for multivariate collaborative community governance.The promotion of professional functions of social workers,the construction of talent team,the balanced linkage of the main bodies of the "Three Societies",and the application of human and material resources in the community are considered to be the lasting guidance in multivariate co-governance.
