How To Make Cooperation Among Government,Enterprises And Society Possible

As an expansion of the diversified and personalized demand in rural areas, the public service department put forward unprecedented challenges. Aiming at the problem of the rural public service was not equal, Zhejiang province set up a convenient service center in more than 30000 administrative villages in 2011.But most convenient service center failed to break through the atomic fragmentation and demand of rural resources, the public service supply subject of simplification and the plight of public demand for personalized, leading to operating state of paralysis. In 2012, in the local village of Lishui city, had explored the government, enterprises and social benign interaction of the rural public service supply system.The system is under the leadership of the local party committee government, relying on the village-level convenient service center.The introduction of market mechanism, as a main body formed by the non-profit organization operation, in order to improve the level of rural public service as the goal of integrated services network, construction of the government, market, social trinity of public service supply diversified pattern of cooperation.The relationship among government, enterprises and social is not achieved overnight.The proper structure and the entities is directly related to the success of cooperation. Based on the dynamic development process of show case, this article take Social Capital Theory as an angle of view,exploring the government, enterprise and society how to reach a consensus on cooperation in the public service supply, how to establish a cooperation mechanism, and what are the factors driving the enterprise society realize the benign interaction and relationship between refactoring.The article is divided into six parts:The first part of introduction briefly elaborated the paper selected topic background and the research question, induces and summarizes the domestic and foreign scholars research on the social capital concept, social capital as cut or other perspective research on factors that can contribute to enterprise’s cooperation, and make a brief comment;The second part of the local government, enterprise and market form to build the rural public service supply system cooperation process described;The third part is based on the three components of social capital, namely, network, trust and norms as a starting point, discusses enterprise social cooperation mechanism system arrangement;The fourth part is to introduce enterprise club to build model of cooperative effect, namely to the plight of mentioned above mention equalization of public service to promote response;The fifth part is summarized to explore the influence factors of construction to promote enterprise’s cooperation relations, and reveals How to cultivate social capital and the government, market and social effective cooperation;The sixth part is presented in this case the development of some contradictory thought.In order to make further exploration of the generative mechanism of cooperation among government, society and market,the author spent half a month participant observation of the government, society and market action in the cooperation strategy and wish help to think of this kind of problem.
