| Yunnan Province is located at the junction of China and Southeast Asia.It flows through 4 international rivers.Taking advantage of the inherent geographical advantages of Yunnan Province,China has actively promoted the process of transboundary water cooperation in various river basins.Exploring the benefits of transboundary water cooperation in various watersheds in Yunnan Province in recent10 years is conducive to helping countries identify the broad and neglected benefits of cooperation,promote exchanges and dialogue among countries,and improve China’s supporting capacity to participate in transboundary water cooperation.By constructing the database of China’s transboundary water cooperation events in Yunnan Province from 2010 to 2021,this paper uses the event data analysis method to explore the process of water cooperation in this region in recent 10 years;Aiming at the 4 types of benefits generated by cooperation events: economic benefits,social and environmental benefits,regional economic cooperation benefits,peace and security benefits,this paper analyzes the relationship between various benefits and various cooperation elements such as cooperation fields,strategies,levels and subjects,as well as the temporal change characteristics and spatial distribution characteristics of cooperation benefits.The main conclusions are as follows:(1)From the perspective of cooperation fields,the frequency of cooperation in the main cooperation fields is as follows: watershed management,agriculture,water conservancy and hydropower,ecological environment,fishery,shipping.The economic benefits mainly come from the cooperation in the fields of agriculture and fishery;The social and environmental benefits mainly come from cooperation in the field of ecological environment;The regional economic benefits mainly come from cooperation in the field of water conservancy and hydropower;The peace and security benefits mainly arise from cooperation in the field of watershed management.(2)From the perspective of cooperation strategy,peace and security benefits are mainly generated through multilateral cooperation,while the rest benefits are mainly generated through bilateral cooperation;From the perspective of cooperation level,joint cooperation mainly realizes economic benefits as well as social and environmental benefits through improving water resources management,while strategic cooperation mainly realizes the regional economic cooperation benefits as well as peace and security benefits through enhancing mutual trust.(3)From the perspective of cooperation subjects,the intensity of the 3 types of cooperation benefits led by government departments and their subordinate institutions is as follows: peace and security benefits,social and environmental benefits,economic benefits;Taking enterprises as the main body of cooperation to promote the implementation is the regional economic cooperation benefits.China mainly adopts the way that the government sets up a platform,associations give support and enterprises implement business operation,so as to gather forces from all stakeholders to jointly participate in the process of transboundary water cooperation.(4)From the time course of cooperation events,the benefits of transboundary water cooperation were generally low from 2010 to 2015;Taking the establishment of Lancang-Mekong Cooperation mechanism in 2016-2019 as the turning point;From2020 to 2021,it decreased due to the outbreak of the COVID-19;From the space of cooperation events,the benefits of cooperation in the Lancang-Mekong river basin far exceed those in the other 3 basins.It can be seen that the emergence of the cooperation mechanism will promote the countries in the basin to strengthen transboundary water cooperation,increase the overall benefits of the whole basin and promote the coordinated development of the countries in the basin.In addition,the emergence of international emergencies will also impact the orderly promotion of transboundary water cooperation benefits to a certain extent.(5)China has actively played its advantageous role in geography,resources and politics,and continued to promote transboundary water cooperation in various fields.By taking the initiative to build a transboundary water cooperation mechanism platform and continuously investing construction funds,knowledge reserves,technical experience and managers,it has brought economic,environmental,social,security and other cooperation benefits to the basin countries,and promoted the sustainable development of the common benefits of the whole basin. |
