As the main agricultural production base in China,the Yellow River diversion irrigation area plays an important role in the economic and social development of the Yellow River Basin and even the whole country.However,after entering the 21st century,the risk of water shortage in the lower reaches of the Yellow River has gradually increased,and the contradiction between supply and demand of water resources has become increasingly tense,which has seriously threatened all aspects of the economy,society and environment of the Yellow River Diversion Irrigation Area,and restricted the harmonious development of people and water.Therefore,facing the major national strategy of ecological protection and high-quality development of the Yellow River Basin,according to the general characteristics and existing water resources problems of the Yellow River Diversion Irrigation Area,this study carried out the construction and application of water resources harmonious dispatching model in the Yellow River Diversion Irrigation Area by using the theories and methods of water resources dispatching,human water harmony quantification and multi-dimensional critical regulation.The main contents and achievements of this paper are as follows:(1)Combined with the theory and methods of human water harmony,water resources optimal dispatching and multi-dimensional critical regulation,the theoretical basis of water resources harmonious dispatching in the Yellow River irrigation area is constructed.According to the main characteristics of the Yellow River irrigation area and the main problems of water resources at present,the concept,guiding ideology and main theories of water resources harmonious dispatching are analyzed and discussed.At the same time,according to the main theory,determining the main technical methods of water resources harmonious dispatching,including the construction of index system,harmonious quantification,weight determination,model construction and solution,which lays the foundation for the construction of water resources harmonious dispatching model in the Yellow River irrigation area.(2)Build the model of water resources harmonious dispatching in the Yellow River Diversion Irrigation Area,which in coordination with dimensions of water resources,economy,society and ecological environment.This study analyzes the transformation relationship of water resources in the Yellow River Diversion Irrigation Area,establishes a harmonious evaluation index system in line with the actual characteristics of the Yellow River Diversion Irrigation Area from the multi-dimensional perspective of water resources,economy and society and ecological environment,and analyzes and determines the multi-dimensional critical representation indexes of the Yellow River Diversion Irrigation Area according to the multi-dimensional critical regulation theory theory,establishes the harmonious dispatching model of water resources in the Yellow River Diversion Irrigation Area by using the multi-objective programming method,and determines the objective functions,constraint conditions,relevant parameters and solving algorithm of the model.The harmonious dispatching model of water resources in the Yellow River irrigation area takes the critical indicators of each dimension,namely water shortage,economic benefits of water supply and ecological water satisfaction as the objective function,and includes multiple constraints including harmony constraints.The model is solved by NSGA-Ⅱoptimization algorithm,which can provide a variety of water resources optimal dispatching schemes for irrigation district decision-makers,and comprehensively reflect the harmony degree of each dimension.(3)Apply the water resources harmonious dispatching model to the second phase of Zhaokou Yellow River Diversion Irrigation Area.Taking 2015 as the current year,the study predicts the water supply and demand of Zhaokou phase Ⅱ in 2030.According to the prediction results,the model is used to calculate a variety of water resources optimal dispatching schemes of Zhaokou phase Ⅱ in 2030 under different guarantee rates of 50%and 75%.Scheme P4 comprehensively considers the target benefits of water resources,economy,society and ecological environment of Zhaokou phase Ⅱ.Under P=50%,the water allocation for living,industry,agriculture and ecological environment is 75.838 million m~3,93.838 million m~3,45.7606 million m~3 and 1997.8 million m~3,respectively.Under P=75%,the water allocation is 75.838 million m~3,86.508 million m~3,440.217 million m~3 and 17.864 million m~3,respectively.By comparing and analyzing the harmony degree of Zhaokou phase Ⅱ in different years,it can be seen that the comprehensive harmony degree of the irrigation area in the current year is 0.614.After the model optimization and dispatching in the planning year,the comprehensive harmony degree reaches 0.745 and 0.716 respectively under different guarantee rates of 50%and 75%,which is significantly improved compared with the current year,but there is still room for improvement.On this basis,the degree of harmony can be further improved to 0.790 through regulating the indicators such as groundwater exploitation rate,proportion of agricultural water,urbanization rate,per capita grain output and greening coverage.
