| Since the 18 th CPC National Congress,General Secretary Xi Jinping has stressed on many occasions at home and abroad that "clear waters and lush mountains are mountains of gold and silver",which highlights the Chinese government’s efforts to pursue a balanced development between social economic development and ecological environmental protection.The water source belongs to the category of clear water and green mountains,not only has the functions of conserving water,maintaining soil and water and maintaining biodiversity,but also provides an important material guarantee and sustainable guarantee for human survival and development.However,with the continuous acceleration of China’s urbanization process,the continuous development of economic society and the expansion of population,the unreasonable use of water resources in water source areas by human beings makes the ecological environment of water source areas continue to deteriorate,seriously restricting the sustainable development of human society.Xichuan County is the location of the canal head and the core water source area of the middle route of the South-to-North Water Diversion Project in my country.My country has successively issued many relevant documents on ecological value compensation of water source areas,striving to build a diversified ecological compensation mechanism led by the government and participating in the market.However,there are still problems such as water pollution in the water source areas of Xichuan County,and the compensation policy for the ecological value of water sources in Xichuan County has problems such as narrow channels of compensation funds,single compensation methods,low degree of marketization,and low compensation standards,all of which are serious constraints.It is the realization of the ecological protection and high-quality development goals of Xichuan County’s water source areas.Therefore,it has far-reaching practical significance to study the policy evaluation and optimization of land ecological value compensation in Xichuan County.First of all,on the basis of classifying and sorting out relevant literatures on ecological compensation in river basins at home and abroad,combined with the concept and theoretical basis of land ecological value compensation in water source areas,the research plan is determined.Secondly,it analyzes the development process of land ecological value compensation for water source areas in China,the practice of ecological value compensation for water source areas in three typical regions,and the four modes of ecological compensation for water source areas in my country.Then,combined with the formulation and implementation of the water source land ecological value compensation policy in Xichuan County,the existing problems of the current ecological compensation policy are summarized and the AHP-fuzzy comprehensive evaluation method is used to evaluate the water source land ecological value compensation policy in Xichuan County.Finally,combined with the evaluation results of land ecological value compensation of water source land in Xichuan County,targeted suggestions are put forward for the optimization of the land ecological value compensation policy of water source land in this region.The main conclusions of this study are as follows:(1)Calculate the score of Xichuan County water source land ecological value compensation policy.By constructing a hierarchical structure evaluation model and using the AHP-fuzzy comprehensive evaluation method to evaluate Xichuan County’s water source land ecological value compensation policy,the final score of Xichuan County’s water source ecological value compensation policy is generally good.It is in line with the actual situation of ecological value compensation of water source land in Xichuan County.However,there are also some indicators that perform slightly worse,.Among the macro-benefit indicators,the ecological value compensation policy failed to fully improve the ecological benefits of the Xichuan County water source policy.In addition,the policy efficiency did not play a significant role in promoting supporting policy support,and the problems of untimely fund distribution and inefficient use of funds remained.These problems reflect that there are still many problems in the land ecological value compensation policy in Xichuan county.(2)The optimization of ecological value compensation policy of water source in Xichuan County can be carried out from three aspects: micro effect optimization,macro benefit improvement and policy efficiency improvement.The micro effect optimization includes improving the utilization efficiency of water resources and strengthening pollution prevention and control.The macro benefit improvement includes adjusting and optimizing industrial structure,exploring diversified compensation mechanism,enhancing residents’ awareness of ecological protection and rights protection.The improvement of policy efficiency includes the improvement of ecological compensation policy,timely issuance of compensation funds and improvement of use efficiency,and the use of modern scientific and technological means to improve residents’ awareness of ecological protection. |
