The general contracting model is a construction project organization and implementation model widely used in international projects.Because of its advantages of short construction period,high operation efficiency,and single responsible subject,it has been gradually promoted and applied in the field of engineering construction in my country.Relevant regulations promulgated in 2019 requires that the contractors of general contracting projects must have "dual qualifications" for design and construction.The separated business management habits,coupled with the characteristics of large investment scale,wide coverage,and complex expertise in general engineering contracting projects,the lack of core competitiveness of most enterprises makes it difficult to transform general engineering contracting enterprises.Contractors often need form a consortium to undertake projects.At the same time,in the process of project implementation,the contracting consortium will face more risk factors transferred by the owner,and ignoring fair and reasonable risk sharing will damage the enthusiasm of each member for internal cooperation,and it will be difficult to integrate design and construction,resulting in the phenomenon of "two skins",eventually causing the project to fail.Therefore,based on the more common EPC projects in engineering practice,this paper conducts research on the risk sharing problem within the project consortium,and seeks a reasonable risk sharing scheme to deepen the cooperative relationship among the collaborator.Based on the previous collation and review of the research status at home and abroad,the research theme and technical route of this paper are clarified.Firstly,this paper defines the related concepts such as the general contracting project,the consortium model and the meaning and principle of risk sharing;The WBS-RBS method divides the project risk into three stages:bidding decision,construction implementation and completion handover,and identifies the risk factors in each stage.Afterwards,the expert interview method is used to correct and form the12 items that the consortium needs to face in the EPC project.The risk factors were identified and analyzed;thirdly,the framework of dynamic risk sharing within the EPC project consortium was constructed,and the risk was divided into unilateral risk-taking and shared risk through the complete information game model,and the preliminary risk sharing was completed.Then,the Shapley value method is used to share the shared risks,and the cloud center of gravity method is used to combine the influencing factors of risk sharing to correct the Shapley value model.Analyzed and put forward relevant suggestions to verify the applicability of this risk sharing scheme in EPC general contracting projects.This paper provides a specific solution to the risk sharing problem of EPC general contracting project consortium by establishing the framework and model of dynamic risk sharing.The principles and influencing factors of risk sharing are fully considered to promote the mutual understanding among the members of the consortium.Actively cooperate. |
