Analysis Of The Dilemma And Countermeasures Of Ecological Governance Of Blockchain Enabling Resource-based City

Resource-based city is a type of city industry leading by resource-based industries such as natural resource development and processing.It is an important energy producing area to realize the industrialization transformation in the early stage of the founding of the People’s Republic of China,and has made great contributions to China’s economic development.However,with the continuous consumption of natural resources,traditional resource-based cities have gradually transformed into resource-exhausted cities.The long-term coarse mining mining mode has caused serious damage to the urban ecological environment,and the ecological problems have become a prominent short board restricting the urban development,so it is urgent to take action to control the ecological environment.To solve the problem of resource-based city ecological governance,block chain with its powerful information sharing,information traceability ability into the ecological governance vision,"block chain + ecological governance" to realize the green development of resource-based industry,improve resource-based city ecological management of digital,information,intelligent development to provide strong technical support.This paper studies how to give full play to the technical advantages of block-chain in the process of the ecological governance of resource-based cities,realize the green development of resource-based enterprises,improve the effectiveness of government ecological governance,and promote the participation of multiple subjects in the ecological governance of resource-based cities.Through empirical investigation on W City of N Province,a representative resource-based city,it is found that the ecological governance of resource-based cities has problems such as inadequate ecological governance of resource-based industries,poor operation of ecological governance supervision and law enforcement system of government departments,and difficulty of coordination with social supervision subjects of ecological governance.Furthermore,the traditional centralized development mode of resource-based industry leads to the low efficiency of industrial resource utilization and the lack of pollution management;the lack of government ecological monitoring information,the lack of ecological law enforcement,the lack of ecological governance information sharing mechanism and the coordination of social subjects.On the basis of the analysis of the problems and root causes of W city,the countermeasures are put forward to promote the green development of enterprises by relying on the decentralized technology characteristics of blockchain,build the ecological alliance chain platform and improve the operation mechanism of supervision and law enforcement of government departments,and build the collaborative mechanism of ecological governance based on blockchain.At the end of the study,the political purpose of ecological governance of resource-based cities is expounded,and the technical risks and external risks of blockchain empowerment are analyzed,which puts forward risk prevention countermeasures,which provides some ideas for the next study of ecological governance of resource-based cities.
