The marine economy is an important part of Hainan’s economy,and the rich South China Sea resources provide a solid material foundation for the continuous development of Hainan’s marine economy.However,the continuous development of Hainan’s marine economy has also resulted in the depletion of marine resources and the deteriorating marine environment.The deteriorating marine environment has not only caused the imbalance of the marine ecosystem,but also affected the health of the people in Hainan,which is inconsistent with the era of ecological civilization construction.There are many reasons for marine environmental problems,such as corporate pollution,lack of government,and lack of public awareness.Chief among them is the failure of the government.The continuous deterioration of the marine environment shows that the government has failed in its responsibility in marine environmental protection.One of the main reasons for the failure of the government is that the government lacks a perfect accountability mechanism.The government needs to assume important responsibilities and play a key role in the governance of the marine environment.However,the Hainan government’s current capability in marine environmental governance needs to be further improved and has not yet met the requirements of social development.Therefore,this article integrates the theory of environmental public goods,the theory of service-oriented government,law and other multidisciplinary theories,and expands the meaning of government responsibilities in Hainan’s marine environmental governance.Firstly,it analyzes the positioning and role of local governments in marine environmental governance under the background of ecological civilization construction,then expounds the content of government responsibilities in marine environmental governance in Hainan Province,and investigates relevant government departments through field visits and questionnaires.This paper finds out the responsibilities of the government in Hainan’s marine environmental governance,mainly including inadequate implementation of marine environmental management policies,insufficient government supervision in marine ecological environmental protection,low operability of relevant laws,and backward sewage treatment facilities.Finally,the reasons for the problems are analyzed,mainly including weak awareness of marine ecological environment protection,defects in the supervision and accountability mechanism,single supervision subject,imperfect relevant laws and regulations,insufficient investment in marine ecological environment governance and related issues.There is a lack of overall planning and effective overall coordination among the maritime departments.Therefore,in the context of ecological civilization construction,this paper,by strengthening the concept of marine ecological civilization construction of government departments,improving the supervision and responsibility system,guides multiple social entities to participate in governance,improve marine laws and regulations and strengthen policy implementation,increase investment in marine ecological environment governance,and improve marine ecological environment.The cooperation and coordination mechanism in ecological environment governance and the establishment of a long-term mechanism for marine ecological environment management can effectively improve the responsibilities of the Hainan government in marine ecological environment governance.In order to further improve the marine environment governance capacity of the Hainan provincial government,to achieve the effect of comprehensive governance of the marine ecological environment in Hainan.
