A Study On Yangquan’s Meteorological Disaster Warning Mechanism

In recent years,meteorological disasters occur frequently,have a great impact,and are easy to be superimposed by multiple disasters.The losses caused by meteorological disasters account for more than 70% of the losses of natural disasters.Meteorological disaster early warning plays the role of "starting gun" and "message tree" in disaster prevention and reduction.The transformation from post disaster relief to paying attention to pre disaster prevention has become an important working concept of disaster prevention,reduction and relief.Only when the early warning mechanism plays a role can the impact of Meteorological disasters be avoided or reduced to the greatest extent.Yangquan City has been trying to build and improve the meteorological disaster early warning mechanism for many years,but the early warning mechanism is sometimes ineffective,slow response and low efficiency,which makes different subjects lag behind or even passive in dealing with meteorological disasters.By consulting and studying the relevant literature,this study defines the relevant concepts of meteorological disaster early warning mechanism,and applies the relevant theories to lay a theoretical foundation for the study of meteorological disaster early warning mechanism in Yangquan City.Then,through field investigation,this paper points out the current situation of Yangquan meteorological disaster early warning mechanism from the aspects of laws and regulations system,management organization system,monitoring and early warning system,Department linkage and social response system,finds out the problems and deficiencies,and analyzes them.Finally,it puts forward the optimization path of Yangquan meteorological disaster early warning mechanism: strengthening the legal system by defining the responsibility boundary of departments in the early warning mechanism according to law and regulations,strengthening the policy preference for the construction of early warning mechanism,constructing the standardized construction of meteorological disaster early warning mechanism,and establishing a comprehensive assessment and supervision of early warning mechanism;Improve the organization and management system by empowering the meteorological disaster emergency headquarters and improving the working rules of the meteorological disaster emergency headquarters;Strengthen the monitoring and early warning system by optimizing the network of meteorological disaster monitoring stations,improving the early warning ability of meteorological disasters,optimizing the release strategy of early warning information,and expanding the dissemination coverage of early warning information;We will promote departmental linkage and social response by cultivating the concept of cooperative linkage of early warning mechanism,establishing a linkage mechanism led by early warning,encouraging and supporting the participation of social organizations,and strengthening public science popularization.
