A Study On Shenzhen’s Meteorological Disaster Warning Mechanism

Meteorological disasters are the most serious natural disasters in the world.Effective early warning and emergency management are of great significance for reducing the losses of meteorological disasters.As a mega-city with not only highly concentrated population and economy,but also frequent typhoons and rainstorms,Shenzhen has taken the lead in carrying out early warning of meteorological disasters in China more than 20 years ago,and has thus accumulated rich experience in meteorological disaster prevention and mitigation.It is of positive practical significance to analyze the mechanism of meteorological early warning work in Shenzhen and put forward some suggestions for its improvement,for the meteorological disaster prevention and mitigation of domestic provinces and cities,especially that of mega-cities.From the perspective of emergency management,this paper begins with the basic concept of early warning mechanism,and summarizes the main aspects of early warning mechanism of meteorological disasters considering the characteristics of early warning of meteorological disasters.On this basis,by using the methods of literature research and questionnaire,this paper summarizes both the experiences and shortcomings of Shenzhen meteorological disaster early warning mechanism through combing the history of Shenzhen meteorological disaster early warning work.Then,through literature research and comparative analysis,this paper learn from the advanced practices of developed countries and domestic advanced provinces and cities,and finally put forward suggestions for improving Shenzhen’s meteorological disaster early warning mechanism.In the aspect of monitoring and forecasting mechanism,it’s needed to establish a shared disaster monitoring mechanism,a co-creation mechanism of meteorological disaster early warning technology,to improve an open and cooperative forecasting and early warning research system,and to optimize the trigger mechanism of meteorological disaster early warning.In the aspect of communication mechanism,it’s needed to further optimize the information dissemination mechanism of early warning,and to establish a reflection and summarymechanism combined with emergency response and drill,a socialized disaster prevention training mechanism which is effectiveness-oriented and a focused science popularization mechanism with broad coverage.In the aspect of department linkage and social response mechanism,it’s needed to accelerate the establishment of comprehensive disaster prevention and emergency response system,to establish emergency response mechanism for non-sudden meteorological disasters,and to improving the supervision and accountability mechanism of departmental linkage.In the aspect of regulation and standard system,it’s needed to further improve the law and regulation system for meteorological disaster prevention,and to establish a standardized emergency and warning system for meteorological disasters.
