China’s Marine fishery resources are very rich,and fishery economy is an important part of China’s national economy.But with the rapid development of science and technology,human on fishery resources consumption has increased dramatically,as a result of the Marine fishery is completely open public resources,and not form a perfect management system,excessive exploitation and utilization of fishery resources in Marine fishery resources gradually recession,"tragedy of the Commons" is actually happened in the ocean,originally fishermen fishing for a living have turned to mariculture.Now the seafood in our country’s market is mainly artificial breeding.Water quality excellent waters is the "natural sea ranch"farmers,but because of the low threshold of farmers,backward farming technology,supply and marketing the unstable factors such as market results in the high density single varieties breeding farmers blind by the pursuit of high yield,but I don’t pay attention to the public water resources environmental protection problems,don’t pay attention to the sustainable utilization of the water environmental ecology,Eventually lead to mariculture "tragedy of the Commons".The core of the tragedy of the Commons is that the external effect produced by individual behavior acts on the Commons,while the legal rights of the Commons are not clearly allocated,resulting in the final market equilibrium is inefficient.In-depth study found that the mariculture the happening of the "tragedy of the Commons" is not only ecological aspects,resources,policy,fishermen personal quality problem,it is a comprehensive group game process,need to governments,farming enterprises and farming cooperatives and farmers to explore the relationship between the main stakeholders,The effective solution of the problem needs the effective cooperation between various social power groups.However,the "tragedy of the Commons" of mariculture has not been effectively solved or even intensified due to the lack of attention to the game of interests between various subjects in the management of Marine fishery resources.From the perspective of group game theory,based on Harding’s theory of the tragedy of the Commons,prisoner’s dilemma and other related theories,this paper summarizes the background of the "tragedy of the Commons" process of mariculture with the major stakeholders such as government,aquaculture enterprises,aquaculture cooperatives and farmers.Based on the data model,this paper analyzes the causes of mariculture "tragedy of the Commons" and the process of dynamic game between the main players.On this basis,through the analysis of "prisoner’s dilemma",the fundamental causes and solutions of mariculture "tragedy of the Commons" are deeply studied.Through to the laizhou bay "ze tam model" of field investigation,the solution of the existing domestic mariculture "tragedy of the Commons",the method of combining foreign related management experience,the specific analysis of the pros and cons of each method of induction and again through the mathematical model for validation,and is suitable for solving mariculture in our country "tragedy of the Commons" effective method.
