The introduction of risk management in aerial photogrammetry projects in China is few,and the systematic identification,evaluation and response of risks by risk management theory and method are lacking.Based on the theory of risk management,this paper establishes a quality risk assessment model suitable for aerial photogrammetry projects,which can evaluate the probability and severity of risks occurring in projects.For the main risk factors identified,preventive measures such as mitigation,evasion and transfer should be taken according to the evaluation results,so as to reduce the possibility of risk occurrence and avoid risk events as much as possible.This paper systematically reviews the development status of domestic aerial photogrammetry and research status of quality risk management,and summarizes the existing problems of domestic aerial photogrammetry project quality risk management,such as less systematic research,imperfect quality management system and untimely update,and extensive project management.The risk factors were identified by literature review,field investigation,observation and expert consultation.Combined with the actual situation of the industry,it is analyzed that the fuzzy comprehensive evaluation model is the most suitable for this kind of project risk evaluation.In this paper,a multi-level fuzzy mathematics evaluation method is formed by combining hierarchical analysis and fuzzy mathematics to evaluate the severity and probability of various risks in aerial photogrammetry projects.Taking the Bei Shan aerial photogrammetry project led by the author as an example,the feasibility and reliability of the model was verified,and the quality risk response strategy was proposed,and control was carried out in the production.Finally,each precision index was better than the specification and design requirements,the quality of the results was qualified,and the purpose of quality improvement was achieved.The quality risk assessment system established in this paper can be applied to other similar projects,provide guidance and reference for daily production,and contribute to the development of 3D China construction and new basic surveying and mapping projects;For the identified risk factors,when the standard is formulated or revised,the quality elements should be appropriately revised and the weight increased.At the same time,it has certain reference significance for improving the standard system of natural resources and promoting the quality improvement of geographic information products.
