Biodiversity is an important part of the Earth’s life community and the basis for human survival and development.It is crucial to maintaining the stability of the ecosystem.But with population growth and economic activity expanding,biodiversity is under serious threat.The convening of the fifteenth meeting of the Conference of the Parties to the United Nations Convention on Biological Diversity(COP 15)in 2021 has aroused people’s attention to biodiversity.In real life,the existence of power infrastructure has had a negative impact on the survival of wild animals,especially if the development of hydropower resources is improper,it will cause damage to local biodiversity.Human beings must deeply reflect on the relationship between man and nature,and human society must take some transformative measures to protect biodiversity and realize the harmonious coexistence between man and nature.Therefore,this paper studies the multi-agent collaborative governance of biodiversity protection in the field of power infrastructure.This study uses a relationship diagram of multi-agent collaborative governance to show how the six major governance entities,including the government,enterprises,NGOs,the public,scientific research institutions,universities,and media,are involved in the three different time stages of hydropower station planning,construction,and completion.The relationship between interaction and collaborative governance,after sorting out the interaction relationship between the six major subjects in the three stages of hydropower infrastructure in the early planning,construction,and completion of operation,summarizes and discusses how to form a government-led,other subjects actively A collaborative governance model of a virtuous circle of participation.Through the cases of front-end collaborative governance,middle-end collaborative governance and end-end collaborative governance,the problems existing in the collaborative governance of biodiversity protection in the field of electric power infrastructure are analyzed and summarized.Existing problems mainly include the asymmetry of information held by various subjects,the difficulty in coordinating the interests of enterprises and NGOs.the lack of a unified communication platform among various subjects,the lack of willingness of some subjects to participate in collaboration,and the lack of investment in governance resources by some subjects,etc.This article aims at the problems encountered by multiple actors in collaborative governance,and discusses the causes of the problems.mainly including weak information disclosure and policy publicity and interpretation,conflicting interests and demands between enterprises and NGOs.and imperfect communication and exchange mechanisms between various actors,The imperfect supervision mechanism leads to insufficient incentives,and there are shortcomings in the resource management allocation of collaborative governance,etc.Finally,this paper puts forward some countermeasures and suggestions,mainly including increasing publicity and improving the directness of policies;strengthening interest coordination and promoting cooperation among various subjects;expanding interaction channels and establishing an effective communication mechanism;Large policy support,encourage the government to purchase services and so on.
