| Modern emergency management has increasingly become a complex emergency coordination process,involving many government functional departments,the third sector and the public.A fast and efficient emergency process can not only rely on a single subject,but needs the unified participation of different subjects to carry out emergency coordination and cooperation.The emergency management of offshore oil spill accident needs the joint participation of multiple subjects,the relationship between government departments and social rescue forces,the relationship between government departments and international rescue forces,and the relationship within the government,including the command relationship at the vertical level and the cooperation relationship between horizontal departments.Therefore,it is urgent to fully study the emergency coordination process of offshore oil spill accidents in China,and find the possible deficiencies in the emergency process,so as to improve the emergency management ability of offshore oil spill accidents.The innovation of this paper lies in the research based on "Collaborative Governance Theory".The value of collaborative governance is embodied in the operation process of emergency management,aiming to present the situation of policy environment,institutional setting and cooperation status of collaborative governance,so as to analyze the current situation of collaborative governance of oil spill emergency management.Then describing the emergency coordination process of offshore oil spill accidents through functional resonance analysis method(FRAM),pointing out the possible problems in the emergency process of oil spill accidents in China and analyzes the causes through the comparative analysis of two major oil spill events,Putting forward countermeasures and suggestions to improve China’s offshore oil spill emergency coordination ability.It mainly includes five parts: the first part mainly introduces the research background,theoretical significance and practical significance of the paper.The second part mainly introduces stakeholder theory,collaborative governance theory and functional resonance method.The third part analyzes the current situation of emergency coordination of offshore oil spill accidents in China based on Stakeholder Theory and Collaborative Governance Theory,and analyzes the action mechanism of influencing factors on coordination effect in the process of emergency coordination according to the existing relevant theoretical results.The fourth part describes and analyzes the two major oil spill accidents,compares and analyzes the performance of emergency coordination in the two oil spill accidents,and summarizes the experience and lessons based on the Collaborative Governance Theory.The fifth part puts forward countermeasures and suggestions to improve the multi-agent emergency coordination effect in oil spill accidents. |
