Water Resources Governance Study In Wulanchabu City

With the rapid development of society,the ever-advancing power of science and technology has brought convenience to people’s life,but at the same time,there is a greater demand for resources.As non-renewable resources,Water resources are an important foundation for economic and social development.In the context of global water scarcity,as a large population country,China has a deeper lack of water resources.The world is actively exploring how to carry out effective management of water resources to achieve sustainable development.Wulanchabu,as a region with serious water scarcity,the municipal government has been actively exploring the way out of water resources management.Under the process of fully implementing the river chief system and implementing the strictest water resources management system,various departments have also introduced some policies in succession.However,no synergy has been formed between various departments,failing to carry out collaborative management of water resources,but rather working hard in the past traditional mode,failing to achieve good results.The serious lack of water resources and the endless governance problems have forced all levels of government to cooperate,however,the city’s water resources governance cannot rely on the government alone,but also requires the participation of all social organizations and citizens.This paper examines the problems in water resources governance in Wulanchabu City,analyses the causes and makes suggestions and recommendations in the light of the actual situation in Wulanchabu City.Firstly,it compares the existing literature and analyses the current status of existing research related to water resources governance.Based on the theories and literature,the study applies theories of collaborative governance and sustainable development,collect data and relevant information through field surveys,analyse the problems and causes of water resources management in Wulanchabu,draw on the experience of water resources management at home and abroad,and explore effective ways for water resources management in Wulanchabu.Through field investigation and research,the author found that Wulanchabu City has actively invested in water resources management,comprehensively implemented the river chief system and successfully implemented the "one lake,two seas" project of Daihai,all of which have played a good role in water resources management.However,there are problems in water resources management in Wulanchabu,such as unreasonable allocation of water resources,failure to form a collaborative management system between water resources management departments,low level of information management of water resources,unreasonable assessment of water resources management performance,and low level of construction of a water-saving society.The reasons for these problems are that the overall water resources planning system is lagging behind,the functions of various water resources management departments are overlapping,the government has not invested enough in water resources management information technology,a systematic performance assessment system for water resources management has not been established,and there is a lack of participation by multiple subjects.Through further analysis,this paper puts forward five suggestions for water resources governance in Wulanchabu:(i)to formulate water resources plan scientifically,and optimize allocation of water resources;(ii)to improve the collaborative governance system between relevant subjects;(iii)to promote the construction of information management actively;(iv)to improve the performance assessment system for water resources governance;and(v)to improve the social participation mechanism to build a water-saving society.
