Research On The Problems And Countermeasures Of Ecological Environment Governance In Liaoning Coastal Zon

Since the 18th Party Congress,especially after the 19th Congress and the National Conference on Environmental Protection,General Secretary Xi Jinping has put forward a wealth of ecological civilization ideas in his many speeches on the construction of ecological civilization,emphasizing that the modernization of environmental governance should be enhanced and clarifying the need to build a modern society in which man and nature live in harmony.In recent years,with rapid economic development,the ecological environment of Liaoning’s waters has been polluted and damaged.The modernisation perspective of environmental governance in the theory of ecological civilisation of Xi Jinping provides a guiding direction for the management of ecological and environmental pollution in the coastal zone of Liaoning Province.The coastal zone is a zone of interaction between the sea and the nearshore land,and is also an area closely related to human production and life.Therefore,the health of the ecological environment of the coastal zone is of great importance to national economic and social development.The coastal zone of Liaoning Province is strategically located near the Yellow Sea and the Bohai Sea,spanning six coastal cities: Dandong,Dalian,Yingkou,Panjin,Jinzhou and Huludao.At present,the coastal zone of Liaoning Province has a serious pollution problem,and despite a series of policies to control it,there is still persistent pollution.In order to thoroughly implement the strategy of strengthening the country through the sea,to solve the problems of coastal zone ecological environment governance in Liaoning Province and to realize the turning of Liaoning Province to the sea,this thesis is based on the characteristics of the coastal zone ecological environment in Liaoning Province,through the collation of the implemented governance measures and the effectiveness of governance,as well as the use of comparative analysis,the current state of pollution is analysed in detail and the problems that exist at this stage are identified,such as insufficient awareness of marine protection,the The province’s coastal zone legislation has not yet been covered,and the ecological restoration of the coastal zone is slow.At the same time,this thesis is guided by the ecological civilization thought of Xi Jinping and combines Ostrom’s theory of polycentric governance,sustainable development theory and collaborative governance theory.Using the case study method,it systematically analyses domestic and international governance experiences.It innovatively takes the perspective of marine awareness education,actively cultivates public awareness of marine conservation,and promotes the protection of marine ecological environment and the construction of ecological civilization with the role of awareness;the innovative application of intelligent monitoring to the protection and study of coastal blue carbon ecosystems helps to combat environmental pollution and promote ecological restoration of the coastal zone.Finally,the four aspects of public education on marine protection awareness,coastal zone legislation,restoration of coastal zone ecosystems and modernisation of governance capacity are proposed,such as strengthening public education on marine protection awareness in Liaoning Province,improving the coastal zone protection law in Liaoning Province to achieve full coverage and strict enforcement,strengthening restoration of coastal zone ecosystems and reducing the risk of environmental pollution,and modernising the governance system and supervision capacity,with a view to providing reference for the governance of the coastal zone ecosystem in Liaoning Province and thus promoting the construction of marine ecological civilisation in Liaoning Province.
