| Cultivated land is the basic natural resources and material conditions on which human beings depend,and it is an important basis for food production,which is of great significance to the survival and development of human beings.Territorial spatial planning needs to coordinate the delineation and implementation of the red line of cultivated land protection,and it is necessary to carry out sustainable urban development and construction on the premise of safeguarding food security.Therefore,cultivated land protection is the bottom line constraint of land spatial planning.The evaluation of the effectiveness of cultivated land protection is an important part of the territorial spatial planning work,which provides support for the formulation of territorial spatial planning policies and the formulation of planning management and control rules.Carrying out the evaluation of the effectiveness of cultivated land protection is conducive to grasping the implementation of the plan and clarifying the responsibilities,obligations and performance in the work of cultivated land protection.There are many sources of knowledge on the effectiveness of cultivated land protection,and the knowledge structure is complex,involving many factors such as the quantity,quality,distribution pattern,protection effect,and utilization of cultivated land.Knowledge exists independently in different application systems or text documents,which is not conducive to computer processing and analyze.Therefore,by establishing a knowledge model,this paper expresses the knowledge of cultivated land protection effectiveness in a structured manner,and realizes the evolution from data to knowledge.At the same time,in order to improve the visualization and application of the evaluation results,the following three aspects of research:(1)Construction of a knowledge system for evaluating the effectiveness of cultivated land protection from the perspective of territorial spatial planning.This paper expounds the relationship between cultivated land protection and national land spatial planning.Based on the planning life cycle theory,the knowledge points of cultivated land protection at each stage are divided from three aspects: resource conditions,protection process and protection results,and cultivated land is constructed from the data layer,index layer and knowledge layer.Conservation effectiveness evaluation knowledge model to establish logical correlation between data,indicators and knowledge.(2)Construction of a quantitative method for evaluating knowledge points of farmland protection implementation.Combined with the evaluation knowledge system of cultivated land protection implementation,based on the principles of comprehensiveness,timeliness,and operability,a quantitative index of knowledge points for evaluation of cultivated land protection implementation(including 13 indicators)was put forward,and two methods based on geospatial data were developed.Quantitative calculation is carried out on the indicators evaluated by traditional statistical data,and the quantitative evaluation of all cultivated land protection knowledge points is realized by combining statistical methods.A comprehensive evaluation model of cultivated land protection effectiveness was constructed,and an evaluation index system of cultivated land protection effectiveness was constructed based on the criteria of cultivated land quantity,cultivated land quality,cultivated land safety,bottom line constraints,and cultivated land utilization.The weight of the index is proposed,and a method for evaluating the effectiveness of cultivated land protection based on the fuzzy matterelement model is proposed.An empirical study was carried out with Guangdong Province as a case to verify the feasibility of the method.(3)Construction of a knowledge service system for the evaluation of cultivated land protection effectiveness.The knowledge model is physically realized,and the data layer of the knowledge model is established based on the graph database;the functions of index management,model construction,and index calculation in the index layer are realized;various visual expressions such as thematic maps,statistical charts,and statistical maps are used.The form expresses the knowledge content of the knowledge layer,and provides a descriptive knowledge service application. |
