Research On The Prevention And Control System Of Alien Species Invasion Port Based On Holistic Governance Theory

In recent years,the invasion of alien species has been very serious,which has caused great harm to the ecological environment and agricultural production of various countries,and also caused huge economic losses,which has become a non-traditional security issue of concern to all countries in the world.The invasion of alien species in China is also very serious,such as the invasion of pine wood nematodes,which has led to a large number of pine trees in some provinces in China to die of disease and has not been eradicated.Prevention is an important and primary means to prevent the invasion of alien species,and it is also the most economical means to eradicate the negative impact of invasive species.From the perspective of time and space,the first time and first place for the entry of alien species are at ports,so ports are the key line of defense to prevent alien species from entering China。As the competent department for the prevention and control of the invasion of alien species at ports,Customs has achieved great results in the prevention and control of port in recent years.However,the invasion of alien species is a complex and continuous process with spread and flexibility,and port prevention and control is only one of the lines of defense,which actually involves multiple functional departments.In the current port prevention and control work,there are problems such as separate administration and lack of information exchange,resulting in the fragmentation of the prevention and control process of alien species invasion,and there are loopholes in the defense line.Through the theory of holistic governance,this paper summarizes the problems existing in the prevention and control of the invasion of alien species,deeply analyzes the root causes of the problems,establishes a holistic prevention and control concept from the practical path of holistic governance,and solves the problems of "management fragmentation" and "information islanding" in the prevention and control of the invasion of alien species at ports through five aspects:functional integration,information integration,subject integration,process reshaping and organization and coordination,and firmly adheres to the principle of "prevention first",so as to intercept the invasion of alien species and protect China’s biodiversity.Protecting global biodiversity and building a community of life provides an idea.
