| Water resources are the basic material needs that people rely on for survival,and are indispensable resources for survival.With the progress of human society,science and technology and economic development,people’s production and living activities on the demand and use of water resources are increasing,the degree of exploitation of water resources is also growing,the rough form of water resources consumption has caused water shortages,water ecological balance is destroyed and other water resources problems.At present,the emergence of water resources problems has seriously restricted human survival and economic and social development.Then,how to balance economic and social development and sustainable use of water resources has become a key issue that the current society must solve.Gansu Province is located in the arid belt and semi-arid belt of China,water shortage,imbalance between water supply and demand,and destruction of water ecological environment are particularly prominent problems,water resources problems have become the main factors limiting the economic,social and ecological development of Gansu Province,and seriously affect the process of sustainable development in Gansu Province.Evaluating the sustainable capacity of water resources in Gansu Province is the precondition for accurately identifying the water resources dilemma in Gansu Province,the key to improving the level of water resources utilization in Gansu Province,and the basis for differentiating the regional water resources development and utilization and water resources protection policies.Therefore,the evaluation and analysis of the sustainable utilization capacity of water resources is of great reference significance to enhance the sustainable utilization capacity of water resources and maintain water ecological security in Gansu Province and the cities and states.This thesis compares the research progress on the connotation of sustainable use of water resources and the evaluation of sustainable use of water resources at home and abroad.Taking the complex elements affecting the sustainable utilization of water resources as the research perspective,the evaluation system is constructed based on the coupling relationship of "equity-efficiency-carrying capacity-security" system.The evaluation index system was constructed based on the coupling relationship of "equity-efficiency-carrying capacity-security" system,and the weight values of each evaluation index were obtained by the entropy weighting method,and the TOPSIS comprehensive evaluation model was used to evaluate the sustainable water resources utilization capacity of Gansu Province and each city and state from 2011 to 2020.Secondly,the coupling coordination model was used to evaluate and analyze the coupling coordination within and between the two subsystems of the "efficiency-carrying capacity-security" system of Gansu Province and each city and state from 2011-2020.Finally,the barrier degree model is used to investigate the main obstacles affecting the sustainable development of water resources in Gansu Province and the cities and states,and to propose countermeasures and suggestions for the sustainable use of water resources in Gansu Province and the cities and states.The main research results of this paper:(1)The sustainable water resources utilization capacity of Gansu Province and all cities and states are developing in a healthy and sustainable direction,but the sustainable water resources utilization capacity of most cities and states is still at a low level.The sustainable utilization capacity of water resources can be improved by enhancing the economic output of the region,increasing the investment in research and development of water conservation technology,reducing the rate of water consumption,and reducing the discharge of pollutants.(2)The coupling degree of water resources sustainable utilization system in Gansu Province and each city and state is at a high level of coupling as a whole,and there is a high-intensity interrelationship among the systems;the coupling coordination degree among the systems also improves year by year,and the interactions among the subsystems gradually develop in the direction of benign and mutual promotion.(3)The equity criterion layer and the carrying capacity criterion layer are the main obstacle layers affecting the improvement of the sustainable utilization capacity of water resources.The proportion of agricultural water consumption,the proportion of domestic water consumption,the per capita water resources,the total water resources,the water production modulus and the scientific and technological input are the main obstacle factors for the improvement of the sustainable utilization capacity of water resources.The main suggestions to improve the sustainable utilization capacity of water resources in Gansu Province and cities and states are:(1)in terms of water resources distribution equity: focus on developing agricultural water conservation technology,adjusting industrial water use structure,strictly planning industry water use management,implementing industry water use quotas,and perfecting industry water use regulations;(2)in terms of water resources utilization efficiency: focus on improving regional economic output value,improving the quality of water conservancy projects,perfecting the whole society water conservation system,improve the efficiency of water resources utilization in various industries;(3)in water resources carrying capacity: increase investment in scientific and technological research and development,promote economic and social development,strengthen the optimal allocation of multiple water sources,improve the ability to guarantee water resources supply,strengthen water ecological environment management and restoration,and improve the regional water resources carrying capacity;(4)in water resources security: promote the construction of industrial wastewater and domestic sewage treatment facilities,improve sewage discharge standards,clarify the tasks and goals of water pollution prevention and control,improve the quality of the water environment,and thus enhance the sustainable utilization of water resources in Gansu Province and the cities and states. |
