Research On The Investment Efficiency Of Producer Services In Shandong Province

At present,China is in an important stage of industrial upgrading.As a producer service industry connecting the manufacturing industry of the secondary industry and the service industry of the tertiary industry,it plays a very important role in the upgrading of industrial structure and the development of the whole economy and society.As a big GDP Province,Shandong Province’s current situation of producer services development is not optimistic,there are some problems,such as the small total scale;the high proportion of traditional producer services;the lagging development of modern producer services;the lack of full integration and interaction with the manufacturing industry;the scientific research industry does not play a leading role;the effective demand of producer services is suppressed.Most of the researches on producer services are from the perspective of agglomeration effect and collaborative development with manufacturing industry.This paper studies producer services in Shandong Province from the perspective of investment efficiency.Based on the analysis of Shandong,Jiangsu,Zhejiang and Guangdong provinces,it can be seen that the capital input and labor input of Shandong Province are ahead of the other three provinces,but its output is not satisfactory,that is to say,the investment efficiency of Shandong producer services is low.Then it analyzes the overall situation and sub industry situation of productive service industry investment efficiency in Shandong Province from 2012 to 2017,uses DEA Data Envelopment method to measure the investment efficiency,and uses static BCC model and dynamic Malmquist model to make a comparative analysis of Shandong,Jiangsu,Zhejiang and Guangdong provinces,and decomposes the investment efficiency into pure technical efficiency,scale efficiency and technical efficiency Progress index,from these three aspects to find out the reasons of low investment efficiency of producer services in Shandong Province.Finally,in view of the problems found,this paper puts forward suggestions on how to improve the pure technical efficiency,scale efficiency and technical progress index from the perspective of the government and enterprises,so as to improve the investment efficiency of producer services in Shandong Province.
