The "West to East Power Transmission" is an important national strategy in China.The southern channel of the "West to East Power Transmission",Cloud Power Transmission to Guangdong,refers to the utilization of Yunnan Province’s abundant hydropower resources to deliver clean and low-carbon electricity resources to Guangdong Province.In the process of long-term cooperation between the two provinces,conflicts between them have gradually emerged.The power structure of Guangdong Province relies heavily on thermal power with high carbon emissions,and the proposal of the "dual carbon" goal has challenged its power structure,allowing Yunnan Province to fully leverage its advantages.Therefore,rebuilding the power cooperation mechanism between the two provinces is of great significance for the indepth promotion of the national "West East Power Transmission" strategy,as well as the green and low-carbon transformation of Guangdong Province’s power structure and the economic development of Yunnan Province.This article is based on the leadership and coordination role of the central government to study the impact of limiting carbon emissions and cloud power transmission mechanism under the "dual carbon" goal.Firstly,the current research status and limitations at home and abroad were analyzed.Secondly,it elaborates the concepts of evolutionary game theory,numerical analysis,and other related theoretical foundations such as government intervention theory,collaborative governance theory,and further analyzes the impact of the central government’s intervention on Yunnan Province and Guangdong Province,the two main bodies of cloud power transmission to Guangdong Province.Subsequently,an evolutionary game model was used to analyze the changes in external pressure on the central government under the "dual carbon" goal,as well as the impact of various influencing factors on the tripartite evolution trend.This article concludes through research that the participation and coordination of the central government under the "dual carbon" goal has a positive impact on the cloud power transmission mechanism to Guangdong,which can break the barriers to further cooperation between Yunnan and Guangdong provinces and help achieve the "dual carbon" goal.Firstly,from a macro policy perspective,the "dual carbon" goal is integrated into the strategic planning of the "West East Power Transmission" project,providing policy guidance for the decision-making of the two local governments;In addition,play the regulatory role of the central government to supervise and improve the development of energy;Finally,the central government will strengthen the construction of a carbon emission trading market and improve the electricity price compensation mechanism for green electricity.The proposal of the "dual carbon" goal poses a challenge for Guangdong Province,which has high carbon emissions,to reform its industrial structure.The transformation of the industrial structure towards clean energy determines the improvement of the energy structure,and it is necessary to build a new power system mainly based on new energy electricity.In order to ensure the energy security and sustainable economic development of the province,Guangdong Province cannot ignore Yunnan Province’s demand for an increase in electricity prices,and will further reform the existing pricing system of "West East Power Transmission".Yunnan Province has abundant hydropower resources.From the perspective of national unity,Yunnan Province should ensure the firm implementation of the country’s "West East Power Transmission" strategy from various aspects such as power grid construction and industrial production.In addition,by leveraging Yunnan’s role as a new energy base,a new power system that generates electricity from various clean energy sources such as wind power,photovoltaic power,and hydropower will gradually be formed,inspiring Yunnan Province to achieve the "dual carbon" goal.
