Analysis Of The Current Situation Of The Utilization And Management Of Mineral Resources In Yushui District Of Xinyu City And Study On The Governance Strategy

As a new industrial city in the middle of Jiangxi Province,the development and utilization of mineral resources has played a crucial role in the rapid development of Xinyu City,and Yushui District,as the forefront of Xinyu City’s development,has made more contributions.The development of mineral resources has provided a lot of material guarantee and economic support for the economic development of Yushui District.However,the development of mineral resources has also brought a series of problems to Yushui District.Due to the existence of a series of problems such as illegal mining,low utilization rate of resources,backward mining technology,and emphasizing development over protection of mines,Yushui District is faced with huge challenges in the utilization and management of mineral resources.The environmental and traffic problems caused by these problems seriously restrict the sustainable development of the economy and society of Yushui District.Therefore,it is urgent to study the current situation,existing problems and countermeasures of the utilization of mineral resources in Yushui District.This paper takes Yushui District as an example,starting from the current situation of mineral resources,combining with the theory of public science,and from the aspects of sustainable development and ecological civilization construction,analyzes various problems encountered in the utilization of mineral resources in Yushui District,and deeply discusses the causes of the problems,and then puts forward corresponding countermeasures,so as to provide reference for the rational utilization of mineral resources and the sustainable development of economy and society in Yushui District.The main research conclusions are as follows:(1)First of all,systematically evaluate the current situation of the development,utilization and protection of mineral resources in Yushui District.Yushui District has a long history of mineral resources development.There are many mining enterprises in the district.Mining and its extended industries have become the pillar industries in Yushui District.(2)Yushui District has accumulated many problems in the development and utilization of mineral resources for many years: insufficient mineral geological exploration and unbalanced resource development;After many years of development and utilization,its superior mineral resources are obviously lack of development momentum;As well as various geological environment problems caused by mine production,such as water and soil pollution,water and soil loss,ground collapse,landslide,collapse,etc.(3)On the basis of finding the problems,the main causes of the problems are analyzed as follows: the legal system related to mineral resources is not perfect enough,and the restriction on illegal acts is insufficient;Weak supervision of local governments;Lack of responsibility for ecological environment governance.(4)According to the existing problems and their causes,the following countermeasures are put forward: to solve the problems of insufficient basic work and low level of development and utilization,strengthen the government’s macro-control in the utilization of mineral resources;In view of illegal mining,the supervision and management should be strengthened by deepening the reform of mineral resources management;The problem of mine geological environment damage is solved by improving the construction of ecological restoration system.Finally,starting from the ecological concept,increase the green mining development in Yushui District,and put forward the linkage mechanism construction of green mining development.
