In the process of industrialization and urbanization, the problems of high speed non-agriculture of production factors, rural soil pollution and environmental pollution have emerged. The changes of external environment and the country’s role of "agriculture, rural areas and farmers" under new circumstances have prompted our country to put rural revitalization and agricultural sustainable development in a prominent position in the overall national development.Rural revitalization strategy is the main solution to the "problems of agriculture, rural areas and farmers".The root cause of the "problems of agriculture, rural areas and farmers" lies in the imbalance of the basic factors of agricultural and rural production. The coupling and coordination of agricultural water resources and cultivated land resources is more related to the sustainable development of agriculture. In this paper,31 provinces were selected as research objects and panel data from 2005 to 2019 were taken as samples to construct a coupling coordination index system of agricultural water resources carrying capacity and cultivated land use benefit from seven aspects, namely agricultural water supply, agricultural water saving, agricultural water use, cultivated land economic benefit, social benefit and ecological benefit. The Mann-Kendall test was used to analyze the characteristics of the time series, and the Moran index was used to test whether the coupling coordination degree of the two systems had spatial correlation. Finally, based on the constructed index system, the maximum obstacle factor affecting the coupling coordination relationship between agricultural water resources carrying capacity and cultivated land use benefit was analyzed. The results are as follows:(1)From 2005 to 2019,the comprehensive evaluation score of cultivated land use efficiency was always higher than the comprehensive score of agricultural water resources carrying capacity, indicating that the effective use of cultivated land was always better than the agricultural water resources system, but there was still a certain gap between the two.The coupling coordination degree of agricultural water resources carrying capacity and cultivated land use benefit increased steadily from2005 to 2019,indicating that agricultural water resources carrying capacity and cultivated land use benefit promoted and supported each other.(2)The global Moran’s I index of the coupling coordination degree of agricultural water resources carrying capacity and cultivated land use benefit from2005 to 2019 was positive and significant, indicating that the coupling coordination degree of agricultural water resources carrying capacity and cultivated land use benefit had strong spatial correlation and dependence tolerance. The coupling and coordination relationship between agricultural water resources carrying capacity and cultivated land use benefit showed significant regional differences in space.(3)From the criterion layer barrier factor, the social and economic benefits of cultivated land use were the biggest obstacle factors affecting the coupling coordination degree of agricultural water resources carrying capacity and cultivated land use benefit. From the barrier factor of index layer, the proportion of water-saving irrigation area, agricultural water supply modulus and per capita cultivated land area had the highest obstacle degree to the coupling coordination degree of the two systems from 2005 to 2019.On the basis of microscopic analysis of the obstacle factors affecting the coupling coordination degree of the two systems, some suggestions and measures are put forward from the aspects of popularizing irrigation water-saving technology and improving the utilization rate of cultivated land.
