A Study On The Dilemma Of EU’s Climate Diplomacy To The United States From The Perspective Of Relative Gains

At present,with the increasing prominence of non-traditional security issues,the global climate problem is complex.In recent years,extreme weather and natural disasters occur frequently,posing a threat to the living environment of human beings.After more than 30 years of evolution and development,global climate governance has become the priority agenda of the international community.The EU has been committed to global climate governance and hopes to achieve better results in climate governance.At the same time,the EU has never given up its pursuit of leadership in this process.Both the United States and Europe play an important role in global climate governance.When both sides are involved,climate governance can achieve remarkable results.But the entry of the United States will directly affect the EU’s pursuit of climate governance leadership.Therefore,EU’s climate diplomacy with the United States is in a dilemma.The dilemma is that when the United States participates in and withdraws from global climate governance,EU’s climate diplomacy to the United States falls into a dilemma of choice between leadership and effectiveness.When the United States withdrew from the Kyoto Protocol,the EU did not retain persuasion in practical actions,but only superficial verbal condemnation.The EU prefers the former between leadership and effectiveness in climate governance.The reason is that at this stage,the situation of global climate governance is in a steady state.When the United States withdrew from the Paris Agreement,the European Union tried its best to retain the United States and took practical actions to persuade the United States not to quit.The EU prefers the effectiveness of climate governance to climate governance leadership.Because during this period,climate governance is urgent,the withdrawal of the United States will seriously hinder the process of climate governance.Third,When the United States returned the Paris Agreement,the European Union welcomed it very much.EU’s leaders said they would speed up cooperation with the United States in this field and jointly promote climate governance to achieve remarkable results as soon as possible.As a result,the EU focuses more on the effectiveness of climate governance.Because the situation of climate governance is further urgent,the EU has slowed its pursuit of leadership.Finally,based on the performance and causes of the dilemma of EU climate diplomacy with the United States,this paper makes a prediction on the solution to the dilemma.The result is that the dilemma may be solved in the climate governance cooperation between the European Union and the United States.The reason is that with the continuous intensification of climate change,Europe and the United States are unable to lead climate governance alone,and climate governance can achieve better results only if they work together.
