Research On The High-quality Integrated Development Index Of The Yangtze River Delta Marine Economy

Marine economy is an important growth pole of national economic development.The marine industry has the characteristics of wide coverage,large correlation and strong radiation.The high-quality development of the marine industry can bring strong development momentum to the land-based economy,enhance the radiation and scale effect of the inland industry,and pull the high-quality development of the land-based industry.Based on the relevant theories of high-quality development and integrated development,this paper theoretically discusses the connotation and essence of highquality integrated development of marine economy.It is proposed that the high-quality development of marine economy should be based on the five systems of "marine economy-marine resources-marine environment-marine science and technology-marine society",and follow "Quality first,efficiency first","innovation,coordination,green,open,sharing" five development concept as the fundamental principle,science and technology innovation as the main support,land and sea industry coordinated development as the key,ecological priority,green development as the guide,to a higher level of openness as the focus.With scientific and technological innovation as the main support,coordinated development of land and sea industries as the key,ecological priority and green development as the guide,higher level of openness as the focus,and sharing the fruits of development as the anchor point,the implementation of the new normal comprehensive development strategy of the marine economy.This paper regards the marine economy of Jiangsu,Zhejiang and Shanghai provinces and cities as three related systems,and believes that the high-quality development of the Yangtze River Delta marine economy is an evolutionary process of the system itself,while the integrated development is a good correlation between the systems.Therefore,the "high-quality integrated development" is a harmonious and well coordinated virtuous cycle based on the high-quality development within the system and the integrated development between the systems.High-quality integrated development is a kind of development aggregation that emphasizes the integrity,comprehensiveness and intrinsic nature,not the "growth" of a single system,but the integrated development of multiple systems.It pursues a bright prospect of parallel progress,overall improvement,global optimization and common development.Therefore,based on the integration of marine economy,Jiangsu,Zhejiang and Shanghai can establish the marine industry layout association,which can promote the interaction of production factors between marine industries,realize the sharing of marine resources and promote the high-quality development of marine industries.Based on theoretical analysis,this paper uses hierarchical analysis to establish an evaluation system for the high-quality development of the Yangtze River Delta marine economy based on the five development concepts of "innovation,coordination,green,openness and sharing",and on this basis,the high-quality index of the Yangtze River Delta marine economy in Jiangsu,Zhejiang and Shanghai is measured.In addition,based on the integration results,i.e.,the degree of differences in economic indicators such as labor productivity,factor and product prices,and living standards of residents in each region,an evaluation system for the integrated development of the Yangtze River Delta marine economy was established,and the marine economic integration indices of Jiangsu,Zhejiang and Shanghai were measured based on this.Finally,by weighting the high quality index and integration index of the three regions,the comprehensive index of high quality integration of marine economy in the whole Yangtze River Delta region was measured.The analysis of the index results found that Shanghai has the highest level of high quality development,followed by Zhejiang and Jiangsu the lowest.In terms of average annual growth rate,all three places maintain rapid growth,and Jiangsu has the fastest growth rate.Shanghai has the highest level of integrated development,playing the leading role of the Yangtze River Delta,followed by Zhejiang,and Jiangsu is relatively low.The three places have maintained rapid growth,but the average growth rate of Jiangsu is the fastest.The level of marine economy integration in Jiangsu and Zhejiang declined after 2015,which may be related to the widening gap between Jiangsu,Zhejiang and Shanghai in the overall level of marine economy,and should be paid attention to in the next process of promoting integration,and the development level of integration in Jiangsu,Zhejiang and Shanghai was unstable and on a downward trend after 2018 due to the impact of the epidemic.
